NOTICE OF RESIGNATION
Resignation of Vice Chairperson Bula
The UP Diliman College of Science Student Council (CSSC), by unanimous vote of members present, has formally accepted the resignation of former Vice Chairperson Bula during its General Assembly 15 on April 28, 2026.
Vice Chairperson Bula submitted his letter of resignation prior to March 25, 2026, citing a grievance raised against him. In response, the CSSC immediately placed him under a thirty (30)-day preventive suspension, and initiated formal proceedings without delay, in accordance with its Constitution and internal rules.
An Investigative Body was convened, composed of the Council’s Executive officers: Chairperson Biglaen, CS Representative to the USC Quigao, Acting Vice Chairperson Carmona, Councilor Hernando, Councilor Juntilla, and IC Representative De La Viga, pursuant to Rule II, Section 1 of the CSSC AY 2025–2026 House Rules.
Throughout the entire process, the Council remained in close coordination with the complainant and the concerned office/s to ensure that all actions taken — including internal discussions and external disclosures — are aligned with their consent and welfare, and did not interfere with existing procedures.
The Investigative Body reported that the Council did not receive an official document/narrative directly from the complainant of the concerned office/s. The CSSC was instead informed, through confidential email correspondence, that the parties had already reached a resolution through appropriate channels. In respecting this process, the Investigative Body based its review and recommendations only on information that could be formally and ethically acted upon.
Given these constraints, and in consideration of the developments communicated through proper channels, the CSSC determined that it is not in a position to independently impose disciplinary action within its mandate. Thus, the Council formally resolved to accept the office/s’ recommendation to accept Vice Chairperson Bula’s resignation.
The Council emphasizes that the acceptance should not be understood as condoning the officer, nor a dismissal of the gravity of the misconduct mentioned in his resignation letter, but rather as a decision shaped by respect for confidentiality and welfare.
In the same General Assembly, the Council adopted the following recommendations of the Investigative Body:
(1) Terminate formal proceedings within the Council, without prejudice to any agreements or conditions set by the concerned office/s;
(2) Review and strengthen Council protocols in handling cases involving sensitive complaints;
(3) Conduct a Council debriefing and post-case assessment, in consultation with relevant offices; and
(4) Institutionalize capacity-building initiatives for Council members, including training on psychological first aid, gender sensitivity, and trauma-informed responses
The CSSC underscores that any form of misconduct that undermines safety, dignity and trust within the community has no place in the Council. We reaffirm our commitment to due process, accountability, and the careful and responsible handling of sensitive matters. The Council remains steadfast in fostering a safe, inclusive, and responsive space for the College of Science community.
