The Office of the Vice-Chancellor for Research and Development (OVCRD) aims to promote and enhance research and development (R&D) by, and in, UP Diliman. It has a Technology Transfer Program, which also functions as the Innovation and Technology Support Office (ITSO) in partnership with the Intellectual Property Office of the Philippines (IPOPHL). Formed in 2007, the Technology Transfer Program is

the main mechanism through which UP Diliman facilitates the deployment and commercialization of its research and creative work outputs. Within the framework of the Revised Intellectual Property Rights (IPR) Policy of the University of the Philippines and the countryโ€™s Technology Transfer Act, the Program assists researchers and creative workers in the protection, licensing, patenting, copyrighting, and/or marketing of their works.

The University of the Philippines possesses a robust research base and a growing portfolio of potentially commercializable technologies, yet establishing sustainable spin-offs remains constrained by institutional gaps rather than a lack of research excellence. How can the University bridge the gap between academic discovery and market-ready ventures?

We are pleased to announce the release of UP CIDS Policy Brief, "Accelerating Innovation: A Policy Framework for the University of the Philippines Spin-offs." Authored by Magdaleno R. Vasquez Jr. and Leo Mendel D. Rosario, this study is published under our Political Economy Program (PEP). Congratulations to Dr. Joy Ann P. Santos and Ms. Elchin R. Juanico from the Natural Sciences Research Institute, UP Diliman College of Science on their registered Utility Model for the technology โ€œA PROCESS FOR THE DETECTION OF ENTERIC HUMAN ADENOVIRUS TYPES 40/41 HEXON GENE."

The utility model introduces a system and process for detecting enteric human adenovirus types 40 and 41 by employing recombinase polymerase amplification (RPA) technology. This method is applied in resource-limited settings for the rapid, reliable and cost-effective detection of enteric human adenovirus. It utilizes primers specific to the hexon gene, heat-stable recombinase enzymes, and a simplified isothermal amplification and detection method.

Destura from the Institute of Biology, College of Science, UP Diliman & National Institutes of Health, UP Manila on their registered Utility Model for the technology โ€œMethod of detecting OXA-23 and ISAba1 carbapenemase genes from carbapenem-resistant Acinetobacter baumanii using isothermal amplification.โ€

The utility model introduces a method for a molecular diagnostic assay for the detection of carbapenem-resistant Acinetobacter baumannii (CRAb) in clinical bacterial pathogens. The method utility model provides a rapid, reliable and user-friendly diagnostic assay utilizing loop-mediated isothermal amplification (LAMP) and color-based product visualization. Through employing LAMP with primers designed to specifically target conserved regions of blaOXA-23-like and ISAba1 elements in Acinetobacter baumannii, the utility model warrants rapid and accurate identification of carbapenem antibiotic-resistance genes which enables improved antimicrobial resistance surveillance.

Ferrolino, Dr. Armando S. Somintac, Dr. Arnel A. Salvador, and Dr. Elmer S. Estacio from The National Institute of Physics, University of the Philippines Diliman on their registered Philippine patent for the technology "Trilayer Terahertz Emitter and Detector Device."

Photoconductive antennas (PCA) for terahertz (THz) emission and detection are fabricated from semiconductor surfaces such as low-temperature-grown GaAs (LTGGaAs). However, a conventional LTG-GaAs device would be more suitable as a THz detector than as a THz emitter. The patented invention is an LTG-GaAs THz PCA device with modified layer structure that includes a thin n-doped buffer. The invention proves to be effective as a THz emitter at low operating bias and pump power, and, as a THz detector, its detection characteristics are acceptable even at low incident THz power. The invention being composed of layers of the same material is also advantageous in that it makes the growth method straightforward, using a few chemical elements and a few layers.
