October 19, 2026 โ Capiz State University (CAPSU) warmly welcomed United States Peace Corps volunteers Mr. Will Wysong and Ms. Danielle Kosowsky during a courtesy call to university officials, opening discussions on potential collaborations that could strengthen community development initiatives across the province.
The visiting volunteers were accompanied by Mr. Moon C. Alinsangan, Development Management Officer II (DMO II) of the Capiz Provincial Environment and Natural Resources Office (CaPENRO), and Ms. Nelly A. Delaguna, Agricultural Technologist of the Municipal Agriculturist Office of the Local Government Unit (LGU) of Ivisan.
On behalf of University President Dr. Efren L. Linan, the delegation was warmly received by Dr. Leo Andrew B. Biclar, Vice President for Research, Development and Extension (RDE); Dr. Annalie G. Campos, Vice President for Academic Affairs; and Atty. Toche Vic B. Doce, Officer-in-Charge Vice President for Administration and Finance.
The courtesy call served as an opportunity to exchange ideas, identify shared development priorities, and explore possible partnerships that would bring together the university's academic and research expertise, government initiatives, and international volunteer engagement in addressing the needs of local communities.
Discussions centered on various programs and potential collaborative initiatives aimed at promoting sustainable community development in Capiz. The engagement highlighted opportunities to strengthen cooperation in areas where academic knowledge, community-based research, agricultural initiatives, environmental stewardship, and extension services can contribute to practical and lasting solutions for local communities.
As an independent agency of the United States government, the Peace Corps sends American volunteers to work alongside international communities in support of sustainable development. Its community-based approach complements the role of higher education institutions such as CAPSU, which actively pursue research, innovation, and extension programs that respond to local needs and development priorities.
For CAPSU, the engagement reinforces the importance of building meaningful partnerships beyond the university. Through collaboration with international organizations, national agencies, and local government units, the University continues to explore opportunities to extend its expertise and resources to communities, translating academic and research initiatives into responsive and sustainable development outcomes.
The participation of representatives from CaPENRO and the LGU of Ivisan also underscored the value of inter-agency cooperation in identifying community concerns and developing initiatives grounded in local realities. Such partnerships can help align institutional resources and expertise with the priorities of communities, ensuring that proposed programs are relevant, inclusive, and responsive to the people they intend to serve.
The courtesy call reflects a shared commitment to exploring collaborative pathways that advance community welfare and sustainable development in Capiz. As discussions on possible programs continue, CAPSU remains open to partnerships that foster knowledge exchange, strengthen community engagement, and create opportunities for collective action.
Through engagements such as this, the University reaffirms its commitment to making research, development, and extension meaningful beyond the campusโworking with partners to help build empowered communities and sustainable futures for the people of Capiz.
