The research underscores the value of combining data-driven methods with local knowledge systems in advancing culturally grounded and responsive disaster risk reduction and management. It also offers meaningful insights for strengthening community resilience, government accountability, and sustainable environmental stewardship in high-risk coastal areas.

The study examines the challenges faced by selected Philippine higher education institutions in delivering extension services and identifies the factors influencing the development and implementation of extension programs. Using a qualitative case study and the best-fit framework, the paper highlights key internal and external constraints, including a limited budget, inadequate faculty commitment, pandemic-related disruptions, and low recipient participation.

This publication contributes to the continuing discourse on strengthening extension services in higher education and reflects the College’s commitment to research, extension, and community engagement.

In view of the existing State of National Energy Emergency, and the ongoing challenges caused by the scarcity of oil supply and its potential impact on access to education, Partido State University, in support of the government’s energy conservation measures and in compliance with CHED MOC No. 117, s. 2026 and CHED-ROV MRD No. 1, s. 2026, shall temporarily implement Flexible Learning effective Monday, April 13, 2026, to ensure the continuity of instruction while promoting the efficient use of energy resources.

Under this temporary arrangement:

📌 Classes under Blended Online Learning shall shift to Full-Online Learning
📌 Classes already under Full-Online Learning shall continue as scheduled
📌 Full-Onsite Learning classes may hold selected sessions online, provided these do not require laboratory facilities
📌 Laboratory classes shall be conducted onsite or online, depending on the nature of the activity
📌 Research defenses shall remain face-to-face
📌 NSTP, CWTS, ROTC and PATHFit shall continue in their regular onsite class

Faculty members shall be on a Work-from-Home arrangement during the implementation of full online classes, except when required to report onsite for laboratory classes, research defenses, and other authorized activities requiring physical presence.

Students are advised to regularly check their official class platforms and communications, attend online classes responsibly, and comply with course requirements and deadlines.
