Strengthening Partnership and Promoting Responsible Citizenship

The Office of Student Affairs & Services - PRMSU San Marcelino Campus, together with the PRMSU Supreme Student Government - San Marcelino Campus and the Security Services Office, represented PRMSU-San Marcelino Campus during the Public Hearing on the proposed Municipal Ordinance strictly prohibiting driving without a valid driverโ€™s license and banning minors from operating motor and electric vehicles, including e-bikes and e-scooters, held yesterday, May 7, 2026, at the Sangguniang Bayan (SB) Session Hall, LGU-San Marcelino, Zambales.

The participation of the campus highlights PRMSUโ€™s commitment to road safety awareness, youth protection, and community involvement for the welfare of every Ramonian.

The Labor Education for Graduating Students โ€“ Pre-Employment Orientation Seminar (LEGSโ€“PEOS) was successfully and meaningfully conducted on April 23, 2026 at the Regional Mango Center, PRMSU San Marcelino Campus.
This highly relevant and impactful initiative was organized by the Office of Student Affairs and Services (OSAS)through the Career and Job Placement Office (CJPO), in strong partnership with the Department of Labor and Employment (DOLE) and the Public Employment Service Office (PESO).
The seminar aimed to equip our dynamic and promising graduating students from PRMSU San Marcelino and Castillejos Campuses with essential, practical, and career-defining knowledge and skills as they prepare to enter the professional world.

We extend our deepest gratitude to our highly competent, dedicated, and inspiring resource speakers:
Ms. Precious Al L. Nacatab โ€“ a Labor and Employment Officer III / Labor Inspector (DOLE Region III), whose expertise provided valuable, insightful, and eye-opening discussions on labor and employment matters. Ms. Aurea R. Bugarin โ€“ an Administrative Assistant I (PESO Zambales), whose guidance offered practical, motivating, and life-enriching perspectives on career readiness and employment and Ms. Doreen R. Macedo โ€“ a Labor and Employment Officer III of PESO Zambales, whose inspiring insights truly made an impact on us today.

23 ๐‘จ๐’‘๐’“๐’Š๐’ 2026 โ€“ ๐‘บ๐’‚๐’ ๐‘ด๐’‚๐’“๐’„๐’†๐’๐’Š๐’๐’, ๐’๐’‚๐’Ž๐’ƒ๐’‚๐’๐’†๐’” โ€” President Ramon Magsaysay State University (PRMSU) successfully held back-to-back Labor Education for Graduating Students (LEGS) seminars under the Labor and Employment Education Services (LEES) program at the PRMSU San Marcelino Campus, gathering a total of 278 graduating students from both the San Marcelino and Castillejos campuses.

Designed to prepare students for the professional world, the seminars featured discussions on labor relations and labor standards, as well as the First-Time Job Seeker Act (Republic Act No. 11261), delivered by Ms. Precious Al L. Nacatab, Labor and Employment Officer III. These equipped participants with essential knowledge of their rights, responsibilities, and ethical conduct in the workplace, while emphasizing the importance of maintaining healthy and professional working relationships.

A pre-employment orientation was also conducted by Ms. Aurea Bugarin, providing practical guidance on employment readiness, career planning, and navigating the job application process.

Participants also benefited from practical career guidance, including aligning career paths with skills and interests, along with insights into current labor market trends to support informed career decisions.

Through this initiative, PRMSU continues to empower its graduating students with the knowledge and confidence needed to successfully transition from academic life to meaningful employment.

In line with the advocacy of the Department of Labor and Employment (DOLE) to strengthen labor education among the youth, the Office of Student Affairs and Services (OSAS), through the Career and Job Placement Office (CJPO) of PRMSUโ€“San Marcelino and Castillejos Campus, successfully conducted the Campus-Based Labor Education for Graduating Students โ€“ Pre-Employment Orientation Seminar (LEGS-PEOS) in partnership with DOLEโ€“Public Employment Service Office (PESO) on April 23, 2026, at the Regional Mango Center (RMC) Training Hall.

The seminar gathered graduating students from the San Marcelino and Castillejos campuses as they prepare to step out of the University and transition into the workforce. The initiative aimed to equip students with essential knowledge and practical insights that will guide them in navigating the realities of employment.
The program formally commenced with the singing of the national anthem, followed by an invocation led by Mr. Ayer F. Dela Cruz. Dr. Rico N. Falaminiano, OSAS Coordinator of San Marcelino, warmly welcomed the participants and encouraged them to actively engage in the discussions. Inspirational messages were delivered by Prof. Ferdinand M. Domingo, Campus Director of San Marcelino, followed by Dr. Ivy N. Casupanan, Campus Director of Castillejos. Both emphasized the importance of bridging the gap between academic preparation and professional readiness, urging students to maximize the opportunity as a stepping stone toward personal and career growth.

The morning session featured Ms. Precious Al L. Nacatab, Labor and Employment Officer III and Labor Inspector, who discussed Labor Management Relations. Her presentation highlighted the dynamics between employers and employees, as well as the fundamental rights, wages, and protections of workers in both public and private sectors. She underscored the importance of being informed and empowered as future members of the workforce.

In the afternoon session, Ms. Aurea R. Bugarin, Administrative Assistant I of the Public Employment Service Office in Zambales, introduced a career planning framework that guided students in preparing for various career paths. She emphasized PESOโ€™s role in supporting employment opportunities, leaving the participants with a meaningful message: โ€œWe are your bridge to the workforce.โ€
To conclude the seminar, Ms. Doreen Macedo, Public Employment Officer III, discussed the challenges, risks, and motivations of working abroad. She highlighted the concept of โ€œ3-D jobsโ€ (dirty, dangerous, and difficult) and encouraged students to carefully assess their readiness before pursuing overseas employment. She left the audience with a reflective question: โ€œAm I ready to face the challenges and risks?โ€, prompting students to evaluate their preparedness for such decisions.

Overall, the LEGS-PEOS served as a valuable platform for graduating students to gain essential knowledge on labor rights, workplace standards, and employment laws. More importantly, it empowered them to make informed decisions as they embark on their journey into the professional world.
