Sa paggunita ng pagpapahalaga ng Pilipinas sa mga katutubo, makakapagsabi nga ba sila ng “salamat” kung nararamdaman nilang hindi sapat ang pagkilala sa kanilang karapatan?

Ang National Indigenous Peoples Thanksgiving Day ay higit pa sa isang araw ng pagkilala sa mga Indigenous Cultural Communities (ICCs) at Indigenous Peoples (IPs) bilang mga may malaking kontribusyon sa pagpapayaman ng kultura, tradisyon, at pamana sa Pilipinas. Bukod dito, ito rin ay makasaysayang araw kung kailan nilagdaan bilang batas ang Republic Act No. 8371, o Indigenous Peoples' Rights Act (IPRA) of 1997. Kaakibat nito ang layuning igalang ang paniniwala at karapatan ng mga katutubo, ngunit ngayong taon ay ipinatupad ang nirebisang pamantayan sa pagpapatupad ng R.A. 8371 na taliwas sa kanilang nakasanayan.

Sa ilalim ng 2026 Free, Prior, and Informed Consent (FPIC) Guidelines, nalilimitahan ang tradisyonal na proseso ng pagdedesisyon ng mga katutubo hinggil sa mga proyektong pagmimina at pagputol ng puno sa kanilang lupain. Mas magiging mahirap din sa kanilang punahin ang mga naaprubahang permit, kaya’t patuloy nilang nararamdamang hindi napakikinggan ang kanilang mga hinaing.

Sa matagal nang pangangalaga sa lupang ninuno na tinatayang bumubuo sa 44% ng lupain ng Pilipinas, partikular sa mga kagubatan, malaki ang kanilang ambag sa pangangalaga ng kalikasan. Gayunman, hindi ito naging madali sapagkat patuloy nilang ipinaglalaban ang karapatang manatili sa kanilang tinitirahan. Kamakailan lamang noong Hulyo, hinarap din ng mga Ayta sa Brgy.Naugsol, Subic, Zambales ang suliranin sa paggamit ng lokal na pamahalaan sa kanilang tinutuluyang bundok bilang tambakan ng basura.

Bukod pa rito, ang mga gulay, prutas, at kanin na kinakain sa araw-araw ng mga Filipino ay maaaring mula sa dugo at pawis ng mga katutubong magsasaka. Ngunit dahil sa limitadong suporta at pinagkait na karapatan para sa sektor ng minorya, tila nananatili silang nakakulong sa siklo ng kahirapan. Sa mababang kita sa sektor ng agrikultura at isyu sa tagtuyot na maidudulot ng mangyayaring Super El Niño, mas kakailanganin nila bilang mga mamamayan ang makabagong sistema sa agrikultura at kahandaan sa sakuna bilang solusyon ng pamahalaan.

Ang tunay na pagpapahalaga sa mga katutubo ay hindi natatapos sa mga mabubulaklak na salita ukol kanilang kontribusyon kung hindi sa pag-alam ng kanilang karanasan, masalimuot man ito, at pagtindig kasama nila sa oras ng pangamba. Sa pagkakataong minamaliit, ang kanilang hinain ay dapat pinapalakas ng malaking kolektibong aksyon mula sa mga kapwa Filipino.

Hangga’t hindi nakakalaya ang mga katutubo sa diskriminasyon, kailan man ay hindi makakamit ng Pilipinas ang kaunlarang maibibigay ng epektibong pamamalakad at hindi natitinag na pagkakaisa. Hindi nag-iisa ang mga katutubo sapagkat kabilang ang KAPWA sa UPLB sa maraming handang magbigay ng taos-pusong suporta. Ngunit hangga’t nananatili silang banyaga sa sarili nilang bayan, ang salitang “salamat” ay mananatiling isang pangarap at hamon sa ating lahat na maging bahagi sa kanilang laban upang makamtan ang katarungan.
