Kalinga State University President Dr. Joy Grace P. Doctor joined delegates, researchers, institutional partners, evaluators, presenters, students, and guests during the Solidarity Night of the 1st Lumin-awa International Multidisciplinary Research Conference 2026, emphasizing the value of unity, fellowship, and collaboration among academic institutions and research communities.

In her message, Dr. Doctor described the gathering as an opportunity to strengthen connections beyond academic discussions and research presentations, highlighting the importance of building lasting partnerships and meaningful relationships among participating institutions and delegates from various local and international academic communities.

She also underscored the spirit of solidarity reflected throughout the conference, noting that collaboration among higher education institutions plays a vital role in fostering research engagement, academic cooperation, and shared initiatives toward inclusive and sustainable development.

Dr. Doctor likewise shared the warmth of YKalinga hospitality by welcoming participants as part of the extended Kalinga State University family and encouraging delegates to appreciate the rich culture, traditions, and hospitality of the Cordillera.

Kalinga State University President Dr. Joy Grace P. Doctor formally welcomed delegates, researchers, policymakers, institutional partners, and guests during the opening program of the 1st Lumin-awa International Multidisciplinary Research Conference 2026 on May 25.

In her Welcome and Opening Remarks, Dr. Doctor underscored the vital role of higher education institutions in promoting research collaboration, strengthening academic partnerships, and fostering initiatives that contribute to equitable, inclusive, and sustainable communities. She emphasized the importance of multidisciplinary engagement in addressing present-day societal challenges and encouraged participants to continue producing research that remains responsive to the realities and needs of communities.

Anchored on the theme, โ€œInnovating Justice and Governance: Multidisciplinary Pathways to Equity, Inclusion, and Sustainable Development,โ€ the conference gathered scholars, researchers, practitioners, and institutional leaders from various local and international institutions for meaningful academic exchange and collaborative discussions.

A significant highlight of the opening program was the Memorandum of Agreement (MOA) Signing participated in by Kalinga State University and partner institutions: Apayao State College, University of Abra, Ifugao State University, Benguet State University, and Mountain Province State University, reaffirming shared commitments toward academic cooperation, research collaboration, and future institutional engagements.

Dr. Doctor also expressed her appreciation to the conference co-host institutions as well as to the International Forum for Education and Research Promotion (IFERP) for its publication support and contribution to the success of the inaugural international conference.

University President Dr. Joy Grace P. Doctor attended and led the discussions during the conduct of the KSU Open House Day 2026 held on May 20, 2026 at the KSU Gymnasium in line with the observance of Open Government Week and pursuant to DBM Circular Letter No. 2026-6.

The activity gathered university officials, non-teaching personnel, and faculty members under VSL in an open consultation and dialogue on significant matters concerning university operations, employee welfare, and institutional governance. During the activity, designated university officials presented and discussed key agenda and institutional concerns, including NBC Nos. 602 and 603, human resource management updates, and employee welfare matters, among other matters affecting employees and university operations.

The University president underscored the importance of transparency, accountability, collaboration, and active participation in strengthening institutional governance and sustaining the continuous growth of the University. The University President likewise emphasized the value of unity, cooperation, and shared responsibility among employees in advancing the vision, goals, and priorities of Kalinga State University.

The KSU Open House Day 2026 served as a meaningful platform for open communication and participatory governance, further strengthening the University Administrationโ€™s commitment to inclusive leadership and responsive public service for the KSU community.

University President Dr. Joy Grace P. Doctor received LT Liwaliw, Team Leader of the Mobile Testing Team along with other personnel from the Philippine Army, during a formal Exit Call held on May 14, 2026, at the KSU Bulanao Campus.

The visit marked the successful completion of the Philippine Army Mobile Testing activities in the province, providing aspiring applicants from Kalinga with accessible opportunities to pursue careers in military service. During the meeting, the Mobile Testing Team expressed its gratitude to Dr. Doctor and the University Administration for the support and assistance extended throughout the conduct of the activities, which contributed to the strong participation of examinees across the province.

As part of the continuing partnership, a dedicated information drive for AFPSAT examinees will also be conducted in preparation for the next recruitment cycle to be hosted at the University.

Through this collaboration, Dr. Doctor continues to promote programs and partnerships that create meaningful opportunities for students and young professionals, while strengthening the Universityโ€™s role in supporting leadership, service, and nation-building among the youth of Kalinga.

The University President joined the Exit Conference of the online accreditation proceedings for the Bachelor of Science in Criminology Program of Kalinga State University conducted by the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP) from May 12โ€“14, 2026, for its Level IV Re-accreditation.

During the program, the University President delivered the Opening Statement and presented the Universityโ€™s Response and Pledge of Commitment, expressing the institutionโ€™s continued support for quality education, academic development, and the strengthening of the Universityโ€™s programs and services.

The evaluation was conducted by the team of accreditors composed of Dr. Kert D. Pillora of Guimaras State University, serving as Team Leader, and Dr. Rodolfo B. Burac, Jr. of Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology, serving as member.

The participation of the University President reflects the administrationโ€™s support for the Universityโ€™s pursuit of academic excellence and its continuing efforts to uphold high standards in instruction, research, extension, and student services.

Kalinga State University President Dr. Joy Grace P. Doctor, formally signed the Memorandum of Agreement entitled โ€œEnhancing Human Capital Development through the Institutionalization of the Philippine Population and Development Plan of Action (PPD-POA) 2023โ€“2028 Programs and Strategies in Kalinga State University and its Extension Campusesโ€ with the Commission on Population and Development โ€“ Cordillera Administrative Region (CPD-CAR), represented by Regional Director Reynaldo O. Wong.

The partnership aims to strengthen the implementation of Responsible Parenthood and Family Planning (RPFP), Reproductive Health Education (RHE), Adolescent Health and Development (AHD), and population and development education through KSUโ€™s curricular, research, extension, student affairs, and community engagement programs.

The initiative likewise seeks to promote inclusive and culturally relevant reproductive health education, strengthen the knowledge and practices of faculty, staff, and students, support evidence-based research and policy development, and establish collaborative mechanisms that will enhance access to youth-friendly reproductive health services and information.

Through this undertaking, KSU strengthens its continuing commitment to holistic human capital development and to empowering the youth as active contributors to sustainable national development.

Meanwhile, Guest of Honor and Speaker, Hon. Serafin L. Ngohayon, the OIC-Director IV, Commission on Higher Education CAR, delivered an inspiring message anchored on the theme, โ€œBeyond Cordilleras: Bridging Heritage and Borderless Innovation,โ€ emphasizing that progress should never come at the expense of identity and heritage. Drawing from his personal journey as a member of the Ayanagan-Tuwali Tribes from Alfonso Lista, Ifugao, he shared how resilience, determination, education, and faith enabled him to rise beyond limitations and pursue opportunities beyond borders.

He further encouraged the graduates to become bridges between heritage and innovation, reminding them that culture is not a hindrance to progress but a foundation for meaningful growth and nation-building.
