Students and teachers from both the Singaporean Polytechnic and University of Science and Technology of the Philippines (USTP) of Cagayan De Oro City visited UB as part of their itinerary for the LeX.

The Learning Express Program is an Overseas Social Innovation Project conceived by the Singapore Polytechnic. Through the project, students can apply teamwork and communication skills to develop a better understanding of themselves, empathy for the community they are serving, and realize the positive impact they can make in the lives of underprivileged communities.

Among the resource speakers during the whole afternoon affair were Saculo Marne Lomibao of the Learning Express Singapore Team of Singapore Polytechnic who also acted as team leader of the visitors, and Maria Teresa Fajardo, the Director of Extension Services of USTP.

The students and teachers were also given a chance to share their culture and experiences with the UB community through a short familiarization activity that was followed by a campus tour given by the UB Peer Facilitators.

The project is a major social services initiative currently in operation in selected areas throughout the Philippines.

The project is funded by the Partnership for Transparency Asia, Inc. (PTFA), a non-profit organization operating in 54 countries. PTFA aims to advance innovative citizen-led approaches to improve governance, increase transparency, promote the rule of law, and reduce corruption in developing and emerging countries.

The goal of the project is to transform community members who are participants of the Life Bank Foundation’s (LBF) Ikabuhi Microfinance Program (IMP) into informed citizens through the conduct of knowledge and skills training on government services and processes, and to bring about responsive government through citizen monitoring and feedback for improved delivery of services.

The next phase of the project aims to scale-up and deepen the impact of the project by adding community-targeted enhancements designed to bring about basic barangay governance literacy and increased engagement in community-level entrepreneurship. Thus, it creates direct effects not only for IMP participants but also to the larger barangay community. The enhancement will result in a wider community of informed citizenry and more responsive governance at the grassroots level.

The Political Science Department of the CAS spearheaded the implementation of the barangay governance component of the project in cooperation with the Department of Interior and Local Government, Department of Trade and Industry and the City of Tagbilaran. (Dr. Marilou V. Fudalan)
