Among the submitted revolutionary proposals across the country, Tarlac State University emerged as one of the seventeen (17) eligible government agencies awarded with a funding support for this yearโ€™s ๐—œ๐—ป๐—ป๐—ผ๐˜ƒ๐—ฎ๐˜๐—ถ๐—ผ๐—ป ๐—š๐—ฟ๐—ฎ๐—ป๐˜๐˜€ of the National Innovation Council and the Department of Economy, Planning, and Development (DEPDev), in an announcement released by Filipinnovation (The Presidential Filipinnovation Awards) on August 14.

Through the stellar proposal of Engr. Robert V. Marcos, PhD, and Engr. Rommel G. In his message of gratitude, Engr. Gadia recognized the support provided by the Office of University Research Development and the Office of the University President for assisting in lobbying the proposal to the grant program. Engr. Gadia also recalled the proposal being rejected in 2025 and finally securing a spot this year, attributing it to the expert guidance of Dr. Marie Paz E. Morales and Dr. Ira Valenzuela-Estropia during OURD's โ€œShaping Research Excellence: A TSU-Wide Workshop on Proposal Development and Presentation for Grants and Fundingโ€ on October 7-10, 2025.

Following the official awarding of the funding grant, the proposal is set to unfold into a full-fledged project for the utilization of the allocated amount and implementation with strict monitoring and reporting under DEPDevโ€™s eyes.

The Innovation Grants program resonates the Section 21 of Republic Act No. 11293 or the Philippine Innovation Act, which provides the Innovation Fund for supporting solution-geared entrepreneurship and enterprises among approved State Universities and Colleges (SUCs), Local Government Units (LGUs), and national agencies.

In a glimpse into the minds behind the proposal, Dr. Robert V. Marcos presently spearheads the Office of Graduate Studies of TSU and Engr. Rommel G. Gadia is a former instructor at the College of Engineering and an Electronics Engineers Licensure Examination top-notcher in April 2023.

The Office of University Research Development celebrates with the magnanimous milestone of Dr. Marcos and Engr. Gadia, and continuously extends its support to TSUโ€™s faculty-researchers, in the pursuit of driving innovation and securing external funding for implementation of revolutionary projects that stem from high-value research.

In the spirit of observing the continuity of producing high-value studies, the University Research Evaluation Committee (UREC) members gathered to deliberate on the ten (10) newly submitted research proposals by Tarlac State Universityโ€™s faculty members on August 11, 2026, at TSU-Lucinda Extension Campus.

Transpiring at the Office of the Vice President for Research, Innovation, and Extension (OVPRIE), RED Building, the meeting assembled the expertise of Dr. Niรฑo B. Corpuz, VPRIE and UREC Chairperson; Dr. Maria Agnes P. Ladia, Office of University Research Development Director and UREC Co-Chairperson; Engr. Emir Lenard S.F. Sicangco, Office of University Extension Services Director; Prof. Christine Janelle M. Santiago, Office of Gender and Development Director; Dr. Erwin C. Mina, Research Ethics Review Committee Chairperson; Dr. Myrel M. Santiago, Dean of the College of Arts and Social Sciences and ABLESS Representative; and Prof. Jerome C. Legaspi, Dean of the College of Computer Studies and STEAM Representative.

The members turned the table into a platform for their insights to further refine the proposals of the faculty members in their respective disciplines. Following the evaluation, the results will be cascaded by the Research Management and Capacity-Building Unit (RMCBU) of OURD to the researchers for the revision of their papers.

Spearheaded by the Office of University Research Development (OURD), the capacity-building activity tapped the research expertise of distinguished faculty members from the University of the Philippines Baguio. In the essence of sharpening TSU faculty-researchersโ€™ writing competency and knowledge in morphing manuscripts into published articles, the training sessions called for the minds of Dr. Leah E. Abayao, UPB Vice Chancellor for Academic Affairs; Dr. Maileenita A. Peรฑalba, Director of the Cordillera Studies Center; Dr. Maria Rosario Yumul-Florendo, Assistant Professor for English; and Ms. Jhoan F. Medrano, Lecturer in Fine Arts.

As the training-workshop transpired on August 4, the welcoming words of TSU Vice President for Research, Innovation, and Extension, Dr. Niรฑo B. Corpuz, wrapped the opening segment in his three-point remarks, highlighting the imperative role of research in elevating the global visibility of TSU through the published high-value research of its faculty-researchers in reputable journals. Dr. Corpuz firmly worded how innovative research findings must transcend from papers into full-fledged outputs that extend to the communities beyond the Universityโ€™s borders. Through likewise gratitude-infused remarks, TSU President Dr. Jasper Jay N. Mendoza conveyed the interlocked relationship of research with faculty membersโ€™ career, emphasizing that publishing their paper marks an impetus for boosting their profession alongside contributing to the Universityโ€™s upward trek to world rankings.

In its first session, Dr. Ria Florendoโ€™s discussions featured conquering a compelling abstract and title to make it through stringent journal acceptance with a strong start. Dr. Mai Peรฑalba then supplemented her expertise by diving into the nooks and crannies of the IMRaD formatting for journal-ready manuscripts. In synthesis of the preliminary topics, the participating faculty researchers were challenged to peruse their prepared finished papers based on its readiness for publication in recognized research journals.

Delving into a lighter lecture, the afternoon session opened for the masterclass of Ms. Jhoan Medrano with her artistic points on data visualization. Acclaimed for her imaginative works on book designing and visual arts, Ms. Medrano talked on the topics of utilizing typography and images in article publication.

As the second day (August 5) sprang into motion, a better view of the Scopus database unfolded under the spotlight of Dr. Leah Abayao, walking the participants through an overview of different Scopus-indexed journals, trends in cultural and indigenous studies publication, and spotting predatory research journals for a safe and suitable paper publication. Further discussions on indigenous studies and publication ethics brought a wealth of information to the participants through the generous lectures of Dr. Peรฑalba and Dr. Florendo.

In culmination of the topics, select faculty members from their respective colleges took the training floor, showcasing their manuscripts for the constructive critiquing of the resource speakers. Participating faculty-researchers were offered the opportunity of immersing into productive learning that leads them to avenues for refining their work through the scholarly insights of the four experts, and packaging their manuscripts for submission to suitable and reputable Scopus-indexed journals.

As the synchronous segments of the training-workshop come to a close, OURD Director Dr. Maria Agnes P. Ladia persistently encouraged and inspired the faculty-researchers in working on the publication of their papers for its significant merit in their career progression and the continuous climb of TSU in the global rankings. Director Ladia also reaffirms the support of OURD in streamlining its processes and services and its generous provision of funding and incentives for motivating faculty-researchers and encouraging more educators to engage in research development, in the pursuit of flourishing the research culture of TSU.

The final day (August 6) adopted an asynchronous modality, enabling the participants to fully accomplish their research papers before submission to OURD and the resource speakers for further fine-tuning.

With Tarlac State University already inch away from reaching its first hundred Scopus-published documents, initiatives such as this training-workshop have not only successfully elevated the Universityโ€™s research profile but also empowered its faculty members to transform locally grounded researches that are relevant to the international community and the life of the people from different walks of discipline.

Gracing the program with the wit of words, Vice President for Research, Innovation, and Extension, Dr. Nino B. Corpuz, underscored the development framework of the University, stressing on the significant role of research in bolstering the global appearance of Tarlac State University through published high-value research of its faculty members. In his three-point message, Dr. Corpuz also highlighted the importance of transcending breakthrough research findings from the premises of TSU to the communities beyond with an emphasis that research is skillfully crafted not just for the professional benefit of the faculty but also for the consumption of the people.

The opening segment of the training also paved the way for the inspiring words of TSU President Dr. Jasper Jay N. Mendoza. With his gratitude-infused remarks, President Mendoza conveyed how research is intertwined with the career progression of each faculty member, proving that every paper published marks an upward step both for the elevation of their profession and the global rank of TSU, as it envisions a goal of transforming communities through high-impact and revolutionary innovations. In addition, Dr. Mendoza also echoed the support being offered by the Office of University Research Development (OURD) in funding the publication of faculty-authored research in reputable journals and incentivization of successfully journaled papers, in the pursuit of boosting the motivation of the researchers.

Throughout the three-day capacity-building activity, the training floor will feature the minds of expert faculty members from UP Baguio, led by Dr. Leah E. Abayao, Vice Chancellor for Academic Affairs; Dr. Maria Rosario Yumul-Florendo, Assistant Professor of English; Dr. Maileenita A. Penalba, Director of the Cordillera Studies Center; and Ms. Jhoan F. Medrano, Lecturer in Fine Arts. The training-workshop moves to equip the faculty members of Tarlac State University with the needed skills and knowledge to generate research outputs of quality and breadth across different disciplines.

The Office of University Research Development (OURD) radiantly extends its gratitude to outgoing Director Dr. Robert V. Marcos as he takes on a new journey as the newly appointed Dean of the Office of Graduate Studies (OGS).

Dr. Marcos' leadership as the former director of OURD was nothing short of strategic with compassion. His visionary guidance continuously refined policies and plans for fostering the research culture at TSU, encouraging more faculty to conduct high-value research.

Now, as Dr. Marcos spearheads the Office of Graduate Studies, we believe that his professional experience and expertise will deliver innovative insights toward the growth of various graduate programs at TSU.
