Transnational Education (TNE) is defined by the Council of Europe and UNESCO (2000) to
include: “All types of higher education study programme, or sets of courses of study, or
educational services (including those of distance education) in which the learners are
located in a country different from the one where the awarding institution is based.”
Although not a new phenomenon, the pace at which TN
E is currently expanding
internationally is impacting the restructuring and development of the higher education
worldwide. About half of all the international educational activities in the UK and about a
third for Australia is through TNE. In absolute terms, more than 400,000 students were
enrolled in the UK institutions, and more than 100,000 were enrolled in Australia through
TNE. This is mainly happening due to the expansion of a new segment of students who have global aspirations but lack either the ability to afford a full-fee-paying overseas education
or the academic merit to gain admission to an overseas institution with financial aid. The
Millennium Universal College would cater to the needs of such students who seek an
international education but want to stay local, termed as “glocals.”
The economic, academic and social situation in Pakistan presents great potential for
transnational education. Transnational delivery would provide a broader student choice in
education systems facing resource constraints, minimize the resources flowing out of the
country, reduce brain-drain and enhance innovation in the academic sector. TMUC would work out a one-stop platform for TNE educational programs, training courses and various higher education models with particular aims and objectives to satisfy the growing demands of the current educational process
