Letter from the ELAM Alumni Association

"We are gravely alarmed by the escalating threat of military action against Cuba — and we say this as doctors, not diplomats.

We have walked the wards of Cuban hospitals. We have been cared for by the nurses, physicians, and community health workers who built that system. We know their faces.

Any military strike against Cuba is a strike against those people, against those hospitals, against the patients lying in beds already without medicine or power.

We trained to save lives. We will not be silent while the country that trained us is threatened with destruction.

We call on this administration and Congress to unequivocally renounce military intervention in Cuba."

Cuba’s Deputy Foreign Minister: Havana Seeks Friendly, Constructive Ties with Washington, Not Enmity

Havana, May 28th. – In an interview with Full Measure, Cuba’s Deputy Foreign Minister Carlos Fernández de Cossío reaffirmed the island nation’s longstanding willingness to resolve differences with the United States through dialogue, while rejecting “excuses” used to justify hostile policies.

“We have a tradition of being ready to use dialogue as a way to solve problems with the United States and even with any country,” Fernández de Cossío stated. “Cuba is not an enemy of the United States. We don’t want to be an enemy. In fact, we’d like to have a constructive and, if possible, friendly relationship.”

The deputy minister welcomed the prospect of equitable trade relations, emphasizing Cuba’s desire for normal commercial ties on equal footing. However, he sharply criticized the U.S. blockade, particularly a fuel blockade imposed in January that prevents Cuba from importing fuel from any nation.

“Our asking is evident: to put an end to the fuel blockade… to put an end to the very severe economic coercive measures that make life practically unbearable for the people of Cuba,” he said, adding that Cuba is ready to engage in cooperation with the U.S. on these terms.

Fernández de Cossío accused Washington of reinforcing coercive measures this year, deliberately disconnecting Cuba from the global economy. He acknowledged that Cuba’s ongoing transformation has been “difficult and slower than planned” partly due to domestic limitations, but argued the greatest obstacle is U.S. restrictions on financing, technology, and market access.

Cossío also warned against any military action: “There are a lot of excuses… to justify military action against Cuba that would cause death, destruction, a humanitarian crisis, and very possibly bloodshed that would involve both Cubans and Americans.”

Statement by Foreign Minister Bruno Rodriguez Parrilla at the meeting of the Group of Friends of Global Governance, on the theme: “Reforming and Improving Global Governance: Working Together to Address Global Challenges,” New York, May 28.

His Excellency Mr. Wang Yi, Minister of Foreign Affairs of the People’s Republic of China;

Her Excellency Ms. Amina Mohammed, Deputy Secretary-General of the United Nations;

Distinguished representatives;

I thank the sisterly People’s Republic of China for convening this meeting of the Group of Friends of Global Governance.

We appreciate the remarks by His Excellency Mr. Wang Yi, Minister of Foreign Affairs of the People’s Republic of China.

This forum is clear proof that, despite the enormous challenges facing the United Nations in the face of attempts to impose on the world a doctrine based on force for the conduct of relations among States, the overwhelming majority of this Organization’s membership remains committed to multilateralism, dialogue, and cooperation as the only viable path to addressing the challenges of our time. This stands in stark contrast to the extremely aggressive policy of the United States government, which disparages the UN, undermines multilateralism, deliberately tramples on the norms and principles of international law, and threatens the very existence of all humanity.

Evidence of this policy is the open and growing threat of direct aggression against Cuba, which prevails in statements by senior officials of that government, in violation of the UN Charter, international law, and the principles of the Proclamation of Latin America and the Caribbean as a Zone of Peace.

The threat of the use of force against Cuba by the world’s greatest military power is coupled with the suffocating tightening of its economic, commercial, and financial blockade against our country, exacerbated by an oil embargo equivalent to a naval blockade, and the imposition of other coercive economic measures against third countries, banks, companies, and anyone who maintains a relationship with Cuba.

The devastating impact of these measures amounts to the imposition of collective punishment against the entire Cuban population, with the aim of bringing about the overthrow of the government and imposing changes on the political, economic, and social model chosen by the Cuban people.

During these difficult months in which our people have faced the devastating effects of this policy, the solidarity and support of many of the countries represented here have contributed significantly to overcoming shortages and difficulties.

Given the magnitude of the challenges we face today—which also threaten and repress companies and citizens of various countries for exercising their right to engage with Cuba—we call on you to raise your voices with determination to protect the rights of your own citizens and companies, help stop the crime against humanity being committed against the Cuban people, and prevent military aggression against Cuba.

The danger that looms over my country today could befall any of the nations represented in this room tomorrow.

Building the community with a shared future that we support requires the united action of our countries to firmly reject unilateralism, coercion, and war.

Cuba, a staunch defender of peace and justice, will not waver in its commitment to reforming and improving global governance, to building a truly just, democratic, and equitable international order, where solidarity, international cooperation, respectful dialogue, the peaceful settlement of disputes, respect for the sovereign equality of States, non-interference in their internal affairs, and the prohibition of the threat or use of force; an international order free of blockades, unilateral coercive measures, hegemony, and attempts at domination; an international order that guarantees international peace and security for all, with full respect for the Charter of the United Nations and International Law.

“Cuba Is Not a Threat to the United States”: Deputy Foreign Minister Rejects U.S. Coercion and Defends Sovereignty

Havana, May 28th, 2026. – In an interview with PBS News following the arrival of material aid from China, Cuba’s Deputy Foreign Minister Josefina Vidal Ferreiro firmly rejected U.S. pressure and reiterated the island’s commitment to defending its sovereignty.

Vidal condemned the intensification of U.S. coercive measures, including the oil-energy blockade and secondary sanctions on foreign entities. “The coercion, the pressure on Cuba has increased, has strengthened,” she stated, emphasizing that these actions directly harm the Cuban people’s living conditions.

She categorically dismissed Washington’s portrayal of Cuba as a threat. “Cuba is not a threat to the United States, has never been a threat,” Vidal asserted, noting the continued existence of the U.S. Naval Base in Guantánamo—imposed against the will of the Cuban government and people. She challenged the U.S. to present any evidence of such a threat, calling the narrative a “pretext” to justify unjustified escalation.

The Deputy Minister also rejected the recent indictment against Army General Raúl Castro as “illegitimate, illegal, and totally fraudulent,” and placed full responsibility on the U.S. for the 1996 shoot-down of planes following Cuba’s exhausted diplomatic warnings over airspace violations.

Despite hostility being a “permanent characteristic” of bilateral relations, Vidal highlighted Cuba’s resilience—including a rapid doubling of renewable energy production via photovoltaic investment—as part of finding solutions to its challenges. She criticized U.S. Secretary of State’s remarks as ignorant of Cuba’s history and proud determination to defend its independence, rejecting any foreign dictate over Cuba’s political, economic, or social model.
