Notice of Chinese government scholarships to improve the system and increase funding criteria

In recent years, as China's rapid economic and social development and international influence continues to increase, increasing the number of students in China, structural improvement, effectively enhance the education of opening up and international level. To further promote the sustained and healthy development of China to study, funded Chinese Government Scholarship (hereinafter referred to as scholarship students) to better complete their studies, promote cultural exchanges between peoples, mutual understanding and friendship through the study and considering the economic and social development and price changes, university training costs and other factors, the Ministry of Finance, the Ministry of Education decided to improve the Chinese Government Scholarship (hereinafter referred to as scholarships) funding system, and increase funding criteria. Notice of the matter is as follows:
A perfect system of scholarships
Scholarships and educational exchanges under the MOU agreement with the Chinese government the national (regional) governments, international organizations, schools and other institutions signed or reached in foreign provided funding for colleges and universities to China (hereinafter referred to as colleges and universities) to study or conduct research in Non-Chinese citizens, including undergraduate, graduate, doctoral students, general scholars and senior scholars.
Scholarships include:
(A) Tuition: Scholarship students are exempt from tuition fees.
(B) Accommodation: Scholarship students are exempt from lodging or accommodation to give them subsidies.
(C) the cost of living: for the scholarship students basic grant.
(D) Comprehensive Medical Insurance: Buy comprehensive health insurance for the scholarship students.
(5) international travel: According to the agreement for the provision of international travel scholarship students from our international air tickets.
Chinese and foreign parties and funding for scholarships content otherwise standard protocols implemented in accordance with the agreement.
In addition to the content of external funding, especially survivors of outstanding academic performance scholarship students can enjoy excellent incentive.
Second, raise scholarship funding criteria
The Ministry of Education, Ministry of Finance, according to scholarship students learn the basic needs of life, combined with the state's financial situation, according to the scholarship students learning level, subject categories to develop scholarship criteria and establish a scholarship standard dynamic adjustment mechanism based on the domestic economic and social development, such as price changes.
From September 1, 2014, increase scholarship funding criteria (see Annex specific criteria).

Third, improve the management mechanism and scholarships
According to management needs scholarship, scholarship grant and manage the content in the following ways:
(A) allocation of scholarship students attending college tuition, scholarships for students from colleges and universities to co-ordinate training, management and organization to carry out or support the scholarship students stylistic tour, parties and other activities.
(B) the accommodation allocated scholarship students attending colleges and universities, to improve co-ordination by the university scholarship students hostels daily operation, management and conditions. Scholarship students according to regulations, agreed to make their own arrangements for accommodation of scholarship students, college scholarships granted to students based on a monthly or quarterly standard accommodation.
(C) the cost of living allocation scholarship students attending colleges and universities, their monthly payment by college scholarships to students.
(D) comprehensive medical insurance as required by the Ministry of Education Scholarship students to purchase comprehensive medical insurance.
(5) international travel by protocol provided by the Chinese government, was purchased by the National Scholarship Committee Scholarship students required international flights.
Scholarship students should be required to accept the scholarship annual review. Assessment carried out by the university in accordance with relevant requirements. Did not pass the assessment, according to the provisions of the suspension or cancellation of their scholarship eligibility.

This notice relates expenses related to the scope and expense of Standards since September 1, 2014.
