Erasmus Gender Seminar and Military Gender Studies Multiplier Event: 2nd plenary session

The second plenary was the presentation of the results achieved by the MGS Project over the 30 months of implementation. Each team presented the results and the impact the project had on their institution, their country and at European level.

It took 30 months of hard work, developed as a team and with a single objective, the production of the MGS Army Handbook.

For the production of the MGS Army Handbook, 1500 questionnaires and 50 interviews were analyzed. Over 30 months, we held 4 face-to-face work meetings, which contributed to debating the development of the project and the path to follow in the future. In addition to these 4 meetings, we held around 10 online meetings to monitor the work of the teams.

In terms of training, we carried out 4 training actions: two training actions for students and two training actions for trainers. Training actions constitute a major factor in the dissemination and application of project results. 87 students and 42 trainers participated.

The MGS Project team also presented the Scientific Articles that were developed and published, related to the project and the theme of Gender in the Armed and Security Forces.

Erasmus Gender Seminar and Military Gender Studies Multiplier Event: 1st plenary session

The first plenary session was about gender perspectives in higher education and was made up of an excellent panel, with a great diversity of experiences, in terms of the implementation and teaching of gender in higher education.

The first presentation was made by Isabel L. Nunes, Vice-Rector of Lisbon´s NOVA University, responsible for Quality Management, Accreditation and Employability. She is an associate professor with aggregation at the Faculty of Science and Technology at Lisbon´s NOVA University. In her presentation, it was possible to verify the level of gender integration at Lisbon´s NOVA University, as well as the various possibilities for monitoring this indicator. She presented the objectives achieved with the SPEAR project - Supporting and Implementing Plans for Gender Equality in Academia and Research, which ended very recently.

The second presentation was made by Lieutenant-Colonel Per-Roe Petlund, Gender Advisor Norwegian Defense Staff. The Lieutenant Colonel presented several factors that influence gender teaching in the armed forces, as well as the necessary preparation of the faculty. Lieutenant-Colonel Per-Roe Petlund has about 10 years of experience in gender teaching, so he easily captivated the entire audience with his experiences and the ways we should look at gender teaching.

Finally, we had a presentation by researcher Mónica Lopes from the Center for Social Studies (CES) as part of Thematic Line 2 - Democracy, Justice and Human Rights. She holds a PhD in Sociology from the Faculty of Economics of the University of Coimbra. In her presentation, she referred to the importance of including Gender Perspectives in higher education curricula, as well as teacher training. Researcher Mónica Lopes is co-Principal Researcher of the national project "ENGENDER - Integration of Gender Studies in curricula and teaching practices in public university education in Portugal" and presented us with the first results achieved by the project.

The first plenary session ended with the delivery of souvenirs to the speakers by the Commander of the Military Academy, Major-General João Loureiro Magalhães.

The Opening Ceremony of the 5th Erasmus Gender Seminar and Military Gender Studies Multiplier Event, held on the 19th and 20th of June at the Portuguese Military Academy, was chaired by the Minister of National Defense, Professor Helena Carreiras.

In her speech, the Minister said that she “wants more women in the Armed Forces, but warns that the focus on numbers is “insufficient”.
Helena Carreiras underlined the importance of studying the "level of peer acceptance among cadets and what happens when women assume leadership roles".

"The basic formula of adding women and shaking it up is simply not enough to challenge structural inequality and drive real change," she said.

"It is important to investigate to what extent young cadets, men and women, adapt (or not) to the military culture and its predominantly male environment, what is the level of acceptance by peers among cadets and what happens when women assume leadership roles".

Stressing that "war and gender have always been intertwined", Helena Carreiras stated that "culture has created different gender roles, and war, despite a growing number of women in the Armed Forces, is still seen as a male activity, where the majority of soldiers are still men".

"This justifies the question of knowing whether education and training in Higher Military Studies Institutions continue to favor the creation of a male soldier", pointed out the minister, who specializes in military sociology, with published work on women in the Armed Forces.

The Chief of Staff of the Army (CEME), General Eduardo Mendes Ferrão, said that currently the branch has 1293 women, which corresponds to approximately 13% of the total staff.

"Equality is today an unavoidable theme and diversity enriches any institution. Therefore, it is necessary to develop concrete actions that allow us to look to the future and trust that we are moving towards a more progressive society", pointed out the general.

On the other hand, Colonel Nevena Atanasova, Chairperson of Line of Development 10 - Gender Mainstreaming Military Erasmus (EMILYO) Implementation Group, highlighted the importance of the MGS project in the investigation and training of cadets, from all Military Academies belonging to the implementation group.

She also mentioned the relevance of the MGS team in the development of the Common Module Gender Perspectives in Security and Defense and the success of the first edition of the common module in Austria.
