Times photojournalist interviewed more than a dozen young men and women from the Los Angeles area who were on the verge of being emancipated from foster care or had recently aged-out of “the system".
Many fight a daily battle to shed the label of “system kid.” Often they are ill-prepared to survive on their own, let alone succeed. They talked to The Times about their past, as well as their dreams for the future. Asked to describe themselves in one word, they answered “survivor,” “driven,” “adaptable.”

You can't allow current circumstances to dictate your future. Grab hold of those circumstances and you dictate the outcome and where you want to go.

This is a great read from Kids count data center:

Exiting Without Family is a Harsh Reality for 12% of Kids Leaving Foster Care

August 18, 2016

The research is clear. Those formerly in foster care face an uphill road to adulthood, and an absent connection to family only steepens their climb.

In 2014, 12% of the 238,230 kids who transitioned out of foster care did so without the benefit of a permanent connection to family.

The good news is that most kids — nearly 9 in every 10 — are departing the system with a family tie in place. In 2014, 51% of youth exiting foster care were unified with a parent or primary caretaker; 21% were adopted; and 9% were placed with a guardian.

Fostering Connections to Success and Increasing Adoptions Act of 2008 (FCA)

While a number of states have provided a variety of services to foster youth after age 18, those services would have been entirely state funded prior to the passage of the FCA which now provides states with the option to continue providing Title IV-E reimbursable foster care, adoption, or guardianship assistance payments to children up to the age of 19, 20 or 21 if the youth is:

-completing secondary education or a program leading to an equivalent credential;

-enrolled in an institution which provides post-secondary or vocational education;
participating in a program or activity designed to promote, or remove barriers to, employment;

-employed for at least 80 hours per month; or
incapable of doing any [of the above] due to a medical condition.

-In addition, the Act amends the definition of a child-care institution to include "a supervised setting in which the individual is living independently, in accordance with such conditions that the Secretary [of HHS] shall establish in regulations."
