Transportation accounts for about 27% of greenhouse gas emissions (GHG) in the United States. More stringent vehicle emission standards and the increased adoption of electric vehicles and low carbon fuels are the strategies thought to offer the greatest potential for significantly reducing transportation related GHG emissions. What happens if technological progress and adoption of these new technologies is slower than expected? For example, if the federal government fails to provide necessary incentives and supportive policies what can local, regional and state governments achieve on their own? We evaluate this question in a case study of the Albuquerque metropolitan area in a paper just published in Transportation Research Part D: Transport and Environment:

Typically, regional transportation planners only evaluate the endpoints of long range transportation plans. For example, it is common to evaluate a long range plan by how much it improves traffic congestion or reduces greenhouse gas emissions over today's levels by the end of the planning period - typically 25 to 30 years into the future. What happens during the interim 25 to 30 years? We find out in a paper just published in Transportation Research Part D: Transport and Environment:
