Here is the update from April 6th regarding discriminatory flyers on UT campus:

UTCSSA went to the office of DDCE again this morning and received affirmative information shown below:

The incident has currently become the highest priority of the University and related department, and they are all working on it seriously.

According to FERPA, the Family Educational Rights and Privacy Act of 1974, the University is unable to disclose any private information about the suspect, which may also include the final result of this incident. Even though the University has been investigating the incident, it is not clear when the final decisions would be made.

Since the incident happened, UTCSSA had been trying to push the University to take actions and publicize the progress as well as the final decision. This goal has never been changed. UTCSSA will not stop negotiating with related departments. Here are the reasons for doing so:

Under any circumstances, racism is unacceptable on our campus. We ask for a fair-and-square result mainly because all the fellow students should understand the consequences for such an unethical behavior. It is our responsibility to create an inclusive and diverse campus.

Due to the viral effect of social media and other mainstream media in China, there is significant amount of negative comments on UT, and the newcomers for the next year are greatly disturbed by this incident. A public announcement about the final decisions on suspect is most likely to bring back the University's reputation as well as relieve newcomers’ concerns. Even though the incident may be an individual behavior, there is no doubt that Chinese’ image has been compromised. A fair and public result would be a reasonable response to the Chinese community at UT.

We understand the University’s policy on protecting individual student’s privacy, and we are grateful for the University’s efforts.

Nevertheless, when a discriminatory issue occurs, a righteous and public decision is way more persuasive than any official statement.

UTCSSA believes a righteous and public decision will justify all of these questions.

Again, we appreciate all the efforts the University have made. We sincerely request fair and public decisions to be published soon by the University.

To the UT Austin community,

Here is a progress update on April 4th, 2017 regarding the discriminatory flyer incident:

UTCSSA emailed DDCE again earlier this morning and requested the University to provide the latest update about the incident to the public on time (screenshot attached).

Later today, President Gregory L. Fenves updated the progress on Twitter (screenshot attached).

UTCSSA believes that the University has taken the incident seriously and actively. In terms of any protest event, UTCSSA fails to observe the necessity at this moment; however, we insist the University to respond to this event in a timely manner and make the process transparent to the public. If UTCSSA finds unreasonably delayed response from the University or difficulties in later process, we will ask for public assistant.

Chinese Student Association (CSA) and Student Government also published a joint official statement. UTCSSA met with the president of CSA today and looked for possible further steps and solution. We will work closely together to reach the end.

To the UT Austin Community,

Here is a progress update on April 3rd, 2017 regarding the incident of disrespectful flyers found on Campus:

UTCSSA sent an email to the Division of Community Engagement (DDCE) last night and required the University to take corresponding actions. We believe we received positive feedbacks from different departments of the University.

UTCSSA talked to one of the witnesses (witness A as below) this afternoon. To protect personal information, we will not disclose any information about the witnesses. Last night, another witness (witness B as below) noticed the flyers posted in the ECJ building. Witness B immediately tear them down and reported to the Department Chair. Witness A and B later returned to the ECJ building around 11pm last night, and found the flyers posted again. At the same time, they encountered the suspect in the elevator. The witnesses A and B contacted the Chair right away and filed the incident to UTPD.

This afternoon, UTCSSA received the response from Ms.Thais Moore, saying that DDCE has forwarded the related information to Campus Climate Response Team (CCRT) and the Dean of Students. DDCE and the Dean of Students will be fully in charge of investigating this incident. A DDCE staff told us that it usually takes less than one week to solve similar incident. Under today’s circumstances, we would expect the University to take immediate actions.

Later this afternoon, President Gregory L. Fenves published an official statement regarding to this incident on UT News. President Fenves also believed the posters are unacceptable and expressed his gratefulness to students who brought the incident to the University’s attention. Dr. Vincent, the VP for DDCE, also wrote an official statement, claiming that the posters are “inconsistent to our campus values and are counterproductive to true campus dialogue.”

Moreover, during the day, the University replied to multiple individual students who reported the incident earlier and assured them that related departments would release information. By noon, CCRT had already received over a hundred reports. UTCSSA would like to thank all the students who expressed their concern rationally, and the UT departments who responded within such short time.

According to the person who is familiar with the matter, the suspect has been receiving psychological therapy for a while, and is not emotionally stable recently. UTCSSA believes the University would take appropriate actions by laws and regulations.

From current investigation results, there is insufficient evidence showing that this incident is an organized behavior. Instead, it is most likely a personal retaliation. UTCSSA will take further actions if organized behavior is founded in future investigation.

UTCSSA, representing the entire Chinese community at UT, believes that our campus embraces diversity, and we are willing to contribute our efforts to make the campus better.

To the UT Austin Community,

This is UTCSSA (Chinese Students and Scholars association of University of Texas at Austin). We are writing this to represent the entire Chinese community at UT and to ask for justification.
We came to the University of Texas at Austin believing that it is a campus that values diversity, respect and support; however, we found numerous posters titled “Ethical Lessons to Chinese” in the ECJ building.

Below is the content of the poster:
“Hey Chinese,
Did you know copying someone else’s intellectual property is actually stealing their work and it’s against the law? We know it isn’t bad in your culture…
Did you know faking yourself and your skills, when you are applying for a job or graduate school, is against the law?
Did you know burping and farting are unethical?... We know they aren’t bad in your culture. Oopse!
WE WILL TEACH YOU WHAT YOU NEED TO KNOW”

We believe incidents like this are not acceptable on our campus. Therefore, we demand the offender(s) to remove all the posters and apologize to the entire Chinese community at UT. We also demand the University to investigate this incident and take appropriate actions to whoever is responsible for it.
UTCSSA is committed to create a harmonious environment and willing to cooperate with the University to solve this problem justly. Therefore, we encourage students to express their concern in a proper and rational way. Also, we do not aim at any specific organization or individual before the suspect is identified.
