Schaefer Center for Public Policy - University of Baltimore The Schaefer Center for Public Policy was established in 1985 with a mission to bring the University

The center offers strategic planning, performance measurement, program evaluation and analysis, opinion research, management consulting and management training services. It is through the Schaefer Center that the University of Baltimore and the College of Public Affairs meet a central component of the University’s mission of applied research and public service to the Baltimore metropolitan area and to the state of Maryland.

Applications are now being accepted for the Class of 2027 Maryland Certified Public Manager® Program!

The Maryland Certified Public Manager® Program (CPM) is a leadership development program accredited by the National Certified Public Manager® Consortium. The 300-hour academically grounded, job-relevant program requires participants to complete a Capstone Project for their agency to improve a service, reduce costs, or increase revenue. The program is open to Maryland managers and executives from state, local, municipal government, and nonprofit organizations in Maryland.

The Schaefer Center for Public Policy is currently accepting applications for a limited number of graduate fellowships available to full-time The University of Baltimore graduate or doctoral students.

Schaefer Center Graduate Fellows work 20 hours per week and work directly with the research team on projects that include collecting and reviewing primary and secondary data, assisting staff with field interviews, and conducting research for policy reports, and more!

To be eligible canidates must be enrolled at the University of Baltimore with at least 9 credits per semester (Master’s level) or 6 credits per semester (Doctoral level) and a minimum undergraduate or graduate GPA of 3.0.
