🌟Graduate Colloquium Series: Doctoral Discussion (End-of-Semester Meeting)

Dr. Pedi Obani, PhD, FHEA is an Associate Professor in Law at the University of Bradford and a UKRI Future Leaders Fellow for a multi-country “Gender-inclusive climate change governance” study. She is highly experienced in undertaking high-quality policy-oriented research and publications, grants assessments, curriculum development, and mentorship and capacity building in professional and other settings. In 2025, the Institute for African Women in Law (IAWL) recognized her as one of 25 Women Who Inspire in 2025. She is a Barrister and Solicitor of the Supreme Court of Nigeria; a town councilor in the UK; and is engaged in community-level sustainability, purposeful parenting, and inclusive development initiatives. In this session, Dr. Obani (Associate Professor in Law at the University of Bradford) will share doctoral journey, academic works, and career search. This session is designed to share insightful information about doctoral student experiences in law school.

🌟Graduate Colloquium Series: Graduate Colloquium Series: Trade in Dual-use Goods

Rok is a Ph.D. candidate at University of Maribor researching global trade in dual-use goods focusing on the comparison of the US regulation vs EU regulation in this field. Alongside his Ph.D. pursue he works full time at Slovenian Ministry of Defense as a Legal advisor mainly dealing with IHL and other international law matter. Currently he is a Fulbright scholar visiting IU for a period of 9 months and conducting research under the supervision of Prof. Lubin.

Today trade in dual-use goods is a highly contested topic in international law due to trade wars, rising tensions and increasing pressure on emerging technology development. Dual-use goods cover a wide range of goods, both tangible and intangible, that have both civilian and military applications. This research aims to compare the US model of regulation that is based on national security concerns with the EU model that is based on human rights protection. The preliminary research has yielded results that suggest both models can prove to be effective, but in the domain of cyberspace the rights-oriented approach may provide higher level of legal predictability.

🌟Graduate Colloquium Series: The Use of Elinor Ostrom’s IAD Framework in Comparative Law research: the case of judicial discretion in common law and civil law

Altay Mustafayev is an SJD candidate at Indiana University Maurer School of Law. Altay has practiced law for over 24 years and has over 18 years of legal teaching experience. He founded his own law firm (Altay Mustafayev Law & Tax LLC) in 2018 immediately after spending almost five years in the Baku (Azerbaijan) office of Baker & McKenzie, where he was a partner and head of the Banking & Finance, Corporate & M&A, and Tax Practice Groups. He is admitted to practice in Azerbaijan (since 2000), New York (since 2007), and England & Wales (since 2016). He has been top ranked for Azerbaijan by leading international law firm directories (Chambers Global, IFLR1000, and Legal500) regularly. Altay also serves as a full-time Professor of Practice at ADA University School of Law (Azerbaijan) where he teaches Legal Research & Writing, Advanced Legal Research (Academic Legal Writing), and Tax Law.

Legal stability and certainty is one of the key aspects of the rule of law, which is a fundamental decision-making factor for a variety of activities starting from making investments and ending with immigration. It is an interesting question whether the legal origin of a given jurisdiction may somehow determine its legal stability and certainty. Since the concept of judicial discretion has risen to controversy mainly because its impact on legal certainty, he will be drawing comparison between the common law and civil law systems in the context of judicial discretion through the lenses of the Institutional Analysis and Development (IAD) framework originally developed by Elinor Ostrom.

🌟Graduate Colloquium Series : Graduate Colloquium Series: AI-Healthcare Regulatory Framework in the U.S. and EU

Dr. Kathy (Keunghee) Kim completed her S.J.D. in 2024, concentrating on healthcare technology, regulations, and privacy protection. She also earned an Ed.D. in 2023, focusing on analyzing digital storytelling’s cross-cultural content. While at Maurer, Dr. Kim was actively involved in the Maurer Global Forum, where she served as founder and forum chair. From 2009 to 2018, Dr. Kim worked as a consultant for the United Nations and returned to this role in 2024. This presentation is part of her ongoing project within the Multi-stakeholder Forum on Science, Technology, and Innovation for the SDGs 2025 at the United Nations.

Identifying how AI-Healthcare regulation can manage risks and improve health data quality is crucial. This is particularly important for achieving the Sustainable Development Goals (SDGs) set by the United Nations. However, the global demand for AI health data underscores the challenges posed by inconsistent data collection systems, highlighting the need for uniform standards. To understand these global standards’ potential benefits, this presentation analyzes two distinct approaches: the U.S., which treats AI healthcare as a medical device, and the EU, focusing on systemic challenges.” In the U.S., AI healthcare is regarded as a medical device that uses data to enhance research and healthcare treatment. Conversely, the EU has focused on addressing significant systemic and risk-threshold definition challenges. After highlighting the critical need for AI healthcare regulation, this presentation narrows down to a comparative analysis of data collection and quality control regulatory strategies in the U.S. and EU.

Dr. Asaf Lubin is an Associate Professor of Law at Indiana University Maurer School of Law and an affiliated Faculty at the Hamilton Lugar School of Global and International Studies. He is additionally, a Faculty Associate at the Berkman Klein Center for Internet and Society at Harvard University and an Affiliated Fellow at Yale Law School’s Information Society Project. Dr. Lubin’s research centers around the intersection of law, technology, and international security. His scholarship explores the complex legal challenges and intricate dynamics produced by technological advancements in the areas of national security and international law. 🎓 Join us for the upcoming Graduate Colloquium: Performative Digital Compliance.

Speakers Attamongkol Tantratian T. (S.J.D. Candidate, Indiana University Maurer School of Law) and Gunn Jiravuttipong (J.S.D. Candidate, University of California, Berkeley - School of Law) will present their research on performative digital compliance—how regulators and private actors in developing countries adopt theatrical responses to imported data protection frameworks like GDPR.

Drawing from experiences in the US, EU, and Thailand, the paper explores the concept of “regulatory theater,” where symbolic gestures often replace substantive implementation. It also highlights the need for multi-stakeholder approaches, including empowering civil society to hold regulators and private actors accountable.
