Fiscal Policy Analyst
The House Committee on Ways and Means is a standing bi-partisan committee of the Massachusetts State Legislature. Its mission is to consider all legislation affecting the finances of the Commonwealth, including spending and revenue related proposals. Fiscal policy analysts develop, analyze, and manage the State’s planning and implementation of resource allocation, including the annual State budget. This is a fast-paced, high pressure environment. Successful candidates must be both self-motivated and responsible team players, with excellent communication skills. Analysts partner with agency staff and engage stakeholders to develop annual budget recommendations related to both spending and revenue. They analyze agency and external stakeholder requests; track spending, revenue, and staffing within agencies and departments; make budget-related recommendations based on their independent analysis.
The Fiscal Policy Analyst’s primary responsibility is to become the committee’s subject matter expert in a specific policy area. For their department portfolios, analysts are responsible for:
· Preparing the House of Representatives' annual state operating budget proposal and other related legislation by evaluating spending and revenue requests;
· Coordinating with departments and stakeholders to implement fiscal policies and priorities;
· Providing analysis and insight into specific department operations, programs and policies to senior staff;
· Researching historical spending and revenue trends and presenting background information to senior staff on policy issues;
· Recommending spending and policy initiatives to the Budget Director and Committee Chair;
· Drafting and finalizing legislative language;
· Collaborating with and supporting other analysts by sharing information, assisting with technical skills development and analysis.
