As concerns intensify about the downsides of globalist approaches to world politics and about the rise of illiberal nationalist ones, Grace School professor and endowed chair Geoffrey Wiseman asks whether the concept of regional diplomatic culture can contribute to thinking about diplomacy and its ‘public turn’, thus enhancing international cooperation. His chapter, titled ‘Regional Diplomatic Culture and Diplomacy’s Public Turn,’ surveys five world regions, concluding that a regional-cultures interpretation of public engagement adds normative weight to longstanding appeals to democratize diplomacy.

The chapter appears in the edited volume, Diplomacy’s Public Turn: Prospects for Theory and Practice. (Palgrave MacMillan, 2026), edited by Kathy R. Fitzpatrick and Bruce Gregory. The book considers a world in which diplomats engage more with societies at home and abroad, and citizens in turn participate more in diplomatic practice. The volume’s contributors illuminate what’s needed to reimagine diplomacy when states and society are deeply interconnected.

In our new video, learn more from MA candidate, Andrea, on what it is like to study Applied Diplomacy with a concentration in Environmental Diplomacy.

The Grace School’s concentration in Environmental Diplomacy is the first university program in the world designed to train future practitioners of diplomacy in this vital field and reflects the fact that the new language of diplomacy is emerging from three terms which are common to all cultures and geographic locations: “clean air,” “clean water” and “arable land.” The Environmental Diplomacy concentration provides a foundation for those who are interested in pursuing multiple career trajectories, including work in international and domestic NGO’s, the foreign service, science diplomacy, community organizing, municipal government and activism.

Professor Mai’a Davis Cross is the Dean’s Professor of Political Science, International Affairs, and Diplomacy, and the Director of the Center for International Affairs & World Cultures at Northeastern University, Boston.

Last week, she was the keynote speaker at the 19th annual Consular Corps Luncheon, which brought together representatives of more than 50 nations from the membership of the Chicago Consular Corps, along with members of the DePaul community. In her keynote, Prof. Cross talked about the prospects for international cooperation. She proposed a paradigm shift in the field of international relations rooted in recent findings about human ultra sociality via cases of cooperative breakthroughs in the European Integration Project, the transnational spaceflight movement, the anti-nuclear movement, and the climate change movement.

Prof. Cross emphasizes that “…there is a societal power to transform. A cooperative breakthrough is the culmination of large numbers of people saying: ‘This is worth championing.’ […] The common good narratives and efforts are committed to visions of human dignity and they capture the imagination. The future is unwritten and human agency actually matters.” Her keynote culminated on how the policy and the diplomatic community can capitalize on ultra sociality.
