Cleveland State Community College announces that DeVette Carter,
Emergency Medical Services (EMS) Program Director, has been named the 2024 Tennessee EMS Education Association (TEMSEA) Program Director of the Year! 👏
A graduate of the Cleveland State EMS program, Carter worked as an EMT for four years before earning her paramedic license. She served 16 years as a full-time paramedic with Bradley County EMS and continues to work part-time as a training officer for the county.
With a bachelor’s degree in occupational health and safety, Carter started teaching at Cleveland State in 2009 and has served as the EMS Program Director at the college for 14 years.
Formed in 1988 to unify EMS education’s voice in Tennessee, the TEMSEA provides training on the latest technology, teaching methods and simulation to educators.
Cleveland State offers Basic EMT, Advanced EMT and Paramedic classes in the EMS program.
Using lectures, hands-on skill training and clinical rotations, these programs train students for critical thinking as well as skill development preparing them to care for others in an emergency.

The Cleveland State Community College paramedic class recently achieved 100% pass rate on the paramedic state practical test!
All 15 paramedic students passed the state practical test. These students must also pass the comprehensive exam to earn their Tennessee paramedic license; 12 out of the 15 students have already passed the comprehensive exam and the remaining three students have exams scheduled in the coming weeks.
Paramedic students must already be licensed Advanced Emergency Medical Technicians (AEMT) before beginning the 43-hour credit program that is completed over three terms. Class size is typically less than 15 students, and it is offered at the main campus in Cleveland.
The success of the paramedic cohort comes right after the 100% pass rate of the EMT and AEMT students on the skills portions of the national registry exams in May.
