Julie Chen Julie Chen was unanimously named the fourth chancellor of UMass Lowell. soldiers. Department of Energy; and the U.S. Department of Defense.

Chen previously served as UMass Lowell’s Vice Chancellor for Research & Economic Development and a professor of mechanical engineering. Julie Chen was named chancellor of UMass Lowell after leading the university’s growing research franchise into a nearly $95 million annual operation. Unanimously appointed by the UMass trustees in May 2022, Chen assumed her role as UMass Lowell’s fourth chancellor

— and just the second woman to lead the university of more than 18,000 students — on July 1, 2022. Chen previously served as vice chancellor for research and economic development, a role that included managing industry partnerships, technology transfer, startups and innovation, core research facilities and economic development programs. As UMass Lowell’s chief research officer, Chen facilitated numerous innovative models that brought together industry, government and academia. For example, the Fabric Discovery Center, the nation’s first center to integrate three Manufacturing USA Institutes, couples expertise in smart textiles, flexible electronics and robotics with the Massachusetts Medical Device Development Center as well as the university’s Innovation Hub and medical device, biotech and technology incubators. The Rist Institute for Sustainability and Energy assembles experts in science, engineering, economics, policy, business, education and operations to address complex challenges in sustainability and climate change. Other initiatives noted for the collaborative efforts of UMass Lowell and external partners include the Raytheon-UMass Lowell Research Institute as well as the unique research and development partnership known as HEROES. The latter draws upon complementary expertise and intellectual assets from UMass Lowell and U.S. Army Combat Capabilities Development Command Soldier Center to enhance the protection of U.S. Under Chen’s leadership, UMass Lowell’s Core Research Facilities extended their reach, sharing access to high-tech equipment that enables efficient maintenance, training and access with more than 200 external industry users. Chen joined the UMass Lowell faculty in 1997 after six years as an assistant professor at Boston University. She spent 2002-2004 in Washington, D.C., as director for the Materials Processing and Manufacturing as well as the Nanomanufacturing programs at the National Science Foundation. Chen was appointed UMass Lowell’s vice provost for research in 2009, and she was promoted to vice chancellor in 2016 with an added external and outreach focus. As a member of UMass Lowell’s Executive Cabinet, Chen helped lead the implementation of the university’s 2020 Strategic Plan, resulting in an expansion and modernization of physical infrastructure; the recruitment of outstanding faculty and students; increases in retention and graduation rates; advances in diversity, equity and inclusion; and historic growth of revenues from research, online programs and the endowment. Chen was the 2010 Technical Program Chair for the American Society of Mechanical Engineers’ International Mechanical Engineering Congress and Exposition, and she served in several leadership roles on the Congress Steering Committee, Nominating Committee and in her technical division. Chen has served on many editorial boards, advisory committees, and review panels for journals and federal agencies including the National Science Foundation; the National Institutes of Health; the National Academies of Sciences, Engineering and Medicine; the U.S. Based on her expertise in materials, nanomanufacturing and advanced manufacturing, she has testified before Congress and represented the United States in several international workshops. Chen serves on boards of the Massachusetts Life Sciences Center and MassTech Collaborative, as well as the Massachusetts Advanced Manufacturing Collaborative and the Massachusetts Military Asset and Security Strategy Task Force. An advocate for Diversity, Equity and Inclusion initiatives, Chen served as co-lead for UMass Lowell’s Council on Social Justice and Inclusion. Additionally she was a co-principal investigator on a $3.5 million National Science Foundation ADVANCE Institutional Transformation grant to support and elevate women faculty in science, technology, engineering and mathematics disciplines. Chen received her Ph.D., Master of Science, and Bachelor of Science degrees from the Massachusetts Institute of Technology in mechanical engineering, where she was a student athlete and Academic All-American in softball and field hockey. In 2019 she was awarded an honorary degree from Queens University Belfast. She is a recipient of the U.S. Army Public Service Commendation Medal – the Army’s fourth-highest civilian honor – in recognition of her leadership in developing the innovation ecosystem. Chen and her spouse, Susu Wong, reside in Wilmington.

Congratulations to UMass President Marty Meehan, whom we celebrated last weekend by renaming the building formerly known as University Crossing as the new Martin T. Meehan Student Center.

Marty’s inspiring career has been guided by a passion for public service, public higher education and creating opportunities for students. His legacy — as a University of Massachusetts president, congressman, UMass Lowell chancellor and alumnus — will inspire generations of students, faculty and staff to come.

We were also thrilled to welcome Commissioner of Higher Education Noe Ortega, Education Secretary Stephen Zrike, Board of Higher Ed Chair Chris Gabrieli and the presidents of Bridgewater State University Framingham State University and the Massachusetts College of Art and Design.

Our JUMP agreement with Middlesex Community College represents a leap forward for students and for the collaboration between our institutions.

The agreement I signed last week with MCC President Phil Sisson, MCC Provost Matthew Olson and UMass Lowell’s Interim Provost Noureddine Melikechi will ensure a seamless transition for students earning their associate degree at MCC who then continue their education at UMass Lowell .

It was the result of many people’s hard work — including Senior Vice Provost for Academic Affairs Julie Nash — over many years. But I know the impact will be well worth the effort for the hundreds of students who transfer from MCC to UMass Lowell each year.
