UMass Lowell UCard, Access and Parking Services (UCAPS)

UCAPS oversees the UCard, card access, parking administration (decals and ticket appeals/payments), UPrint, video surveillance and intrusion equipment.

UCard, Access and Parking Services (UCAPS) oversees the UCard, a single card used for identification, card access and campus debit functions. Additionally, we oversee parking administration (communications, decal sales, ticket appeals, ticket payments) and the UPrint program. UCAPS also designs, implements, trains and maintains many integrated security technologies on campus including video surveillance and intrusion detection.

Congratulations to the Class of 2026!

If you are attending Commencement, below is a list of parking options near the Tsongas Center and their associated costs:

Ayotte Garage* — $20
Hall Street Garage — Free
Father Morrissette Boulevard, Suffolk Street, Cabot Street, Hall Street, and Perkins Street* — $20 pay using the Passport Parking App (ppprk.com)
Perkins Lot — Free
East Garage — Free
Fox Lot (Overflow Parking) — Free

*Denotes City of Lowell garage/street parking.

Accessible drop-off and pick-up is available directly in front of the Tsongas Center before and after the event.

Rideshare drop-off and pick-up is located on Cabot Street between Hall Street and Perkins Street.

Due to events at the Tsongas Center parking will be restricted Wednesday 5/13 through Sunday 5/17 in the Tsongas lots. Parking will not be allowed during this time to those with a UML Parking Permit. Lots will be for event parking only and vehicles are subject to towing by the Tsongas Center if needed.

Do you need parking on campus this summer?

The commuter lots on North Campus (Riverside A & B) and South Campus (Broadway Lot) are open and do not require a permit.

Students living on campus during the summer will have access to Residential Lots through their UCards.

Please note that all other lots on campus, including metered and staff parking, will continue to be enforced Monday through Friday 7 a.m. to 7 p.m.

Due to on campus events on Thursday, April 16th, the Pawtucket Metered Lot and Cumnock Metered Lot will be reserved for event parking only throughout the day.

Additional metered parking is available at:

• 817 Merrimack Street Lot
• City lot off University Avenue
• City meters along Father Morissette Boulevard
