Common reasons the student/university has not received their payment.

1. Student did not request/authorize School Certifying Official (SCO) to certify their schedule.

2. Student did not verify their school enrollment to the VA.

3. Student has a different bank account than what is on their VA account.

4. Processing time.

The SCO may be able to assist students @ 606-783-2821 or [email protected] or students can reach out to the VA Education hotline @ 1-888-442-4551.

What do students need to do once their schedule has been certified?

All students should update the School Certifying Official (SCO) @ [email protected] regarding any schedule changes or benefit changes.

Post 9/11 and Montgomery GI Bill (Chapters 30,33,1606)
The VA requires students to periodically verify their school enrollment.

How to use VA education benefits after receiving a Certificate of Eligibility.

Once a student has applied for a VA education benefit and received a Certificate of Eligibility (COE), send a copy to the School Certifying Official (SCO), Jeremy Glover @ [email protected]. A scanned copy or cell phone picture is acceptable if the document can be read. Once the SCO receives the COE it should not need to be sent again.

*Chapter 31/Veteran Readiness and Employment (Chapter 31) students*
Your COE can be any documentation provided by VA that serves as verification of an individual’s eligibility to benefits.

**Chapter 35/Dependent Education Assistance students**
The SCO needs the veteran sponsor's first/last name and social security number to initiate the benefit.

Then, once the student's class schedule is finalized and they wish to use their benefits, they should send an email from their moreheadstate.edu account to [email protected] requesting/authorizing schedule certification. Here's an example: "Certify my Fall 2025 schedule for Chapter 35 benefits."
The certification request/authorization must be completed for each term a student attends MSU and wishes to use their benefits. SCOs are not permitted to automatically certify schedules, students must request/authorize them to do so. Certifications can be submitted 30-120 days before the semester start date if student's schedules are finalized.

How to apply for U.S. Department of Veterans Affairs education benefits.

1. The student who intends to use the benefit will need to create an account for va.gov. (login.gov or https://api.id.me/en/registration/new)

2. Once the va.gov account is established, beneficiaries can apply for education benefits here.

3. Generally, the VA will make a decision in 30 days. If a benefit is granted the VA will mail a Certificate of Eligibility (COE) to the address applicant listed on their va.gov account. If you applied for Post-9/11 GI Bill benefits on VA.gov, you may be able to download your decision letter online.
