The National Academy for State Health Policy(NASHP) created a clear and comprehensive crosswalk comparing the Affordable Care Act (ACA) to the American Health Care Act (AHCA) that the House of Representatives passed on May 4, 2016. Yesterday ICCS’ Ignacio Navarro Ph.D., presented his evaluation results of the Serial Inebriate Program (SIP) and the Partnership for Accountability, Connection and Treatment (PACT) programs to the Santa Cruz County Board of Supervisors. What was supposed to be a 30 minute presentation turned into an engaging discussion that lasted almost 2 hours!

This ICCS evaluation project, led by Dr. Navarro, was done in collaboration with Andrew Anglemyer Ph.D. & Samuel Terrazas, Ph.D., and ICCS Research Assistants Zuleima Arevalo MSW, CHHS & Meredith Flores, CHHS. Congrats & great work team!!!

1) I oppose the passage of the American Health Care Act. Rather than close the gap and decrease the rate of chronic and infectious diseases in America, the current proposal will decrease the quality of health care available to America's most vulnerable communities and undermine the ability of state and local health departments to administer life-saving prevention programs and meet the needs of those already living with chronic conditions.
2) Chronic diseases represent 7 out of 10 deaths and cost the United States $1.3 trillion in treatment and lost productivity costs annually. For the first time, a dedicated funding source for prevention, public health and wellness initiatives was established as a result of the Affordable Care Act so state and local health departments can provide much needed care to those living with chronic conditions and to work in their communities to prevent chronic conditions in at-risk populations. The current legislation will jeopardize American's ability to receive prevention and chronic disease management services in states, counties and cities across the country.

The impact of this loss in funding could have serious consequences for people's health. California could lose over $307 million dollars over the next 5 years in funding that would have gone towards infectious disease control and preventative health programs.

The U.S. Centers for Disease Control and Prevention (CDC) would lose 12 percent of its annual budget if the Prevention and Public Health Fund, part of the Affordable Care Act (ACA), were repealed, according to an analysis by the Trust for America's Health (TFAH).
