On September 25, 2025, Professor Sean D. Murphy, the Manatt-Ahn Professor of International Law, addressed the Committee of Legal Advisers on Public International Law (CAHDI) of the Council of Europe in Strasbourg, France. He spoke on the upcoming United Nations’ negotiations for a Convention on Prevention and Punishment of Crimes against Humanity. Professor Murphy analyzed his work in drafting articles and commentary for the diplomatic negotiations during his time as a Member of the U.N. International Law Commission, where he served as its Special Rapporteur for Crimes against Humanity.
A two-week preparatory conference will be held in New York in January as a prelude to the diplomatic negotiations for the convention. Professor Murphy has been invited by the U.N. Secretary-General to serve as a U.N. expert for the negotiations.
