Today, the GW Solar Institute released its latest policy brief, Softer Solar Landings, that analyzes several options to avoid the investment tax credit (ITC) cliff at the end of 2016. The brief ultimately recommends extending the current 30-percent ITC level for two years and phasing out the ITC gradually after 2018. Because the exact timing of an optimal phase-out is difficult to predict, the brief also recommends that Congress enact a new permanent ITC that includes an automatic phase-out for technologies based on their market maturity and scale.
