The Higher Education Authority (HEA) is a statutory body established by the Higher Education Act No. 4 of 2013, to ensure quality of delivery of services by Higher Education Institutions (HEIs). The Higher Education Authority (HEA) is a grant aided institution established under the Higher Education Act No. 4 of 2013, to ensure quality of delivery of services by Higher Education Institutions (HEIs)

. Mandate
“To coordinate, regulate, supervise and monitor standards of higher education in Zambia.”

Vision
“To be an efficient and effective higher education regulatory agency which will bring forth a quality higher education system which is well coordinated, accessible, equitable, responsive and relevant.”

Mission
“To develop and regulate a quality higher education system which produces individuals who are well equipped to contribute to national development.”

Governance
The Minister of Higher Education appoints an 11 member Board of the Authority to implement directives which are consistent with the provisions of Higher Education Act No. 4 of 2013. The Board appoints a Director General who is the chief executive officer of the Authority and is responsible for the day-to-day administration of the Authority. Functions of the HEA

Part II (6), include

•Advise the Minister of Higher Education on any aspect of higher education

•Develop and recommend policy on higher education

•Regulate HEIs and coordinate the development of higher education

•Promote quality assurance in higher education

•Audit the quality assurance mechanisms of higher education

•Promote equity in access to higher education through the provision of student assistance programmes

•Design and recommend an institutional quality assurance system for HEIs and recommend to the Minister of Higher Education institutional quality assurance standards

Accreditation of Learning Programmes

Accreditation is both a status and process of external quality review used by HEIs to scrutinise higher education programmes for quality assurance and quality improvement. By accepting accreditation status, HEIs agree to uphold the quality standards set by the HEA, and also agree to periodically submit to the Authority requests for accreditation renewal and review. Director-General Receives HEA’s Best Government Exhibit Trophy

The Higher Education Authority (HEA) Director-General, Professor Kazhila C. Chinsembu, has received the trophy awarded to the Authority for winning First Prize in the Best Government Exhibit category at the 98th Agriculture and Commercial Show.

The trophy was presented to Professor Chinsembu in his office by the Corporate Communications Officer and Agriculture and Commercial Show Stand Manager, Mr. Birbal Boniface Musoba, on behalf of the HEA exhibition team, in the presence of Management.

Receiving the award, Professor Chinsembu described the victory as a wonderful achievement and encouraged the Authority to celebrate its successes with the same seriousness with which it responds to setbacks.

“We should always celebrate the small gains, just as much as we cry when we have losses,” Professor Chinsembu said.

The Director-General reflected on the Authority’s steady improvement at the Show, noting that HEA placed second in the Best Educational Institution category in 2024, did not receive an award in 2025 and returned in 2026 to win First Prize in the Best Government Exhibit category.

“In 2024, we were second. In 2025, we did not win. In 2026, we have won First Prize, and we are very, very excited,” he said.

Professor Chinsembu dedicated the achievement to the team and reaffirmed his leadership philosophy of allowing members of staff to own institutional successes while accepting responsibility when challenges arise.

“When we win, it is your success. When we lose, it is my problem,” Professor Chinsembu said.

Presenting the trophy, Mr. Musoba said the award reflected the Director-General’s leadership, Management’s support and the teamwork demonstrated by members of staff both at the Showgrounds and at the HEA offices.

He said colleagues who remained at the office took on additional responsibilities while members of the exhibition team were deployed to the Showgrounds, making the victory an institution-wide achievement.

“This is a true testament to how you have emboldened stakeholder engagement. We present this trophy to you and to Management in appreciation of the continued support given to the team and the institution,” Mr. Musoba said.

HEA won the award after exhibiting under its interpretation of the national theme, “Higher Education: Zambia’s Foundation for Trade, Investment and Economic Growth.”

The exhibition combined information on the Authority’s quality-assurance mandate with practical innovations from Zambia University College of Technology, Chalimbana University and Palabana University.

The First Prize marks HEA’s highest achievement at the Agriculture and Commercial Show and recognises the collective contribution of the Director-General, Management, members of staff, participating Higher Education Institutions and partners who supported the Authority’s exhibition.
