Reform, Trust and “Coordination Without Subordination” Take Centre Stage at BIBM’s 11th Annual Banking Conference
DHAKA, 28 October 2026 – The 11th Annual Banking Conference began today at the Bangladesh Institute of Bank Management (BIBM) in Mirpur-2, bringing together policymakers, regulators, bankers and economists to chart a reform path for the country’s banking sector. This year’s theme is “Reshaping the Banking Sector for Accelerating Economic Growth.”
Dr. Wahiduddin Mahmud, distinguished economist and former professor of economics at the University of Dhaka, attended the inaugural session at the BIBM Auditorium as Guest of Honor and formally inaugurated the conference. Dr. Prashanta Kumar Banerjee, Professor at BIBM and Chair of the Conference Organizing Committee, delivered the welcome address.
Presenting the keynote paper, “Bangladesh Banking System and Monetary-Fiscal-Trade Policy Coordination for Macroeconomic Stability and Growth,” Dr. Zaidi Sattar, Chairman of the Policy Research Institute of Bangladesh (PRI), said stronger statutory protection for appointments, monetary decision-making and bank supervision could improve institutional credibility.
He cautioned, however, that effective monetary independence also depends on fiscal discipline, deeper government debt markets, sound financial institutions and limits on quasi-fiscal operations. Leading multilateral institutions, he noted, favour strengthening central-bank autonomy, phasing out non-standard monetary operations and reducing quasi-fiscal activities.
“The appropriate objective is therefore coordination without subordination,” Dr. Sattar said. Fiscal and monetary authorities must coordinate because their decisions jointly shape aggregate demand, interest rates, credit conditions and external stability, he explained. But coordination, he stressed, should not turn the central bank into the residual financier of fiscal policy. A credible macroeconomic framework requires fiscal policy to respect financing constraints, while Bangladesh Bank retains sufficient operational autonomy to pursue price and financial stability.
Addresses were also delivered by Dr. Md. Kabir Ahmed, Deputy Governor, Bangladesh Bank;Mr. Jean Pesme, Division Director, World Bank (Bangladesh and Bhutan);Mr. Abdul Hai Sarker, Chairman, Bangladesh Association of Banks (BAB) and Chairman, Dhaka Bank PLC; Mr. Mashrur Arefin, Managing Director & CEO, City Bank PLC, and Chairman, Association of Bankers Bangladesh Limited (ABB).
Dr. Md. Ezazul Islam, Director General of BIBM and Conference Chair, called this year’s theme “both timely and compelling.” High financing costs, subdued investment, infrastructure bottlenecks and global uncertainty have intensified economic challenges, he said, while weaknesses in governance, asset quality and accountability have eroded confidence in financial intermediation.
“Banking, above all, rests on trust,” he said. “Without it, savings cannot be efficiently channelled into productive investment.” He called for a practical, credible and balanced reform agenda, including:Stronger corporate governance, Improved asset quality and capital adequacy,More effective risk-based supervision and bank resolution, Firm protection of depositors’ interests.
Dr. Islam added that the sector must also be made future-ready through secure digital finance, cyber-resilience, responsible use of artificial intelligence and sustainable banking. The inaugural session concluded with the unveiling of books published for the occasion.
The two-day conference will feature 13 plenary sessions and the presentation of 104 research articles. More than 800 participants are expected, including experts, bankers, researchers and students from home and abroad. The event’s media partners are DBC, Daily Bonik Barta, Dhaka Stream and The Business Standard.
BIBM has organized the Annual Banking Conference since 2012. The gathering brings together experts, academics and researchers from around the world to share knowledge, experience and research findings on banking and related issues. Its sessions cover contemporary issues and sustainability concerns in banking, finance and the economy, in both national and international contexts.
