The Third World Studies Center (TWSC) of the University of the Philippines is an academic research institute in the College of Social Sciences and Philosophy (CSSP), committed to analyze and develop alternative perspectives on Philippine, regional and global issues. History

The TWSC evolved from an interdisciplinary colloquium of faculty members from different disciplines, brought together by shared perspectives sensitive to realities in the Third World. On February 5, 1977, the TWSC began to operate as a program affiliated with the Office of the Dean of the College of Arts and Sciences (CAS). The program started out with a small resource collection, a research team, a production unit for supplementary instructional materials, and a physical center for alternative discourse. On March 29, 1979, the UP Board of Regents "confirmed the Third World Studies Program in the College of Arts and Sciences (Diliman)." In 1999, the College Assembly of the now College of Social Sciences and Philosophy (one of the colleges that emerged out of the disaggregated CAS in 1982) endorsed the formal recognition of the Third World Studies Program as a full-fledged research center of the college. This was officially approved by the UP Board of Regents on December 17, 1999. Since its establishment, the Center has committed itself to the pursuit of intellectual competence in political economy, democracy and development, and to the promotion of progressive policy alternatives. The TWSC focuses mainly, but not limited to, the following areas from a multi-disciplinary perspective

- (New) Media and Technology

The Center also gives emphasis to its duty as a university-based research center to set standards in skills and ethics in research not only within the University but also the country. Core Programs

On 16-23 October 2026, 2 died in Marcos’s drug war. State agents killed both. The police shot a pusher who resisted arrest in Sultan Kudarat. In Negros Occidental, a user, who attacked mall security, was gunned down by the responding police.

UP TWSC researcher Arrianne Fajardo, writing in Vera Files, compares the Cebu police's own record of its anti-illegal drugs campaign to that of UP TWSC's Dahas Project count of reported drug-related killings in Cebu. She concludes that "there is a festering lethal drug trade in Cebu that the province’s police seem unable to fully deal with and account for, despite its claim of success in its anti-criminality crusade. As long as this is the case, Cebu will remain the center of drug-related killings in the Philippines."

We are pleased to announce the appointment of Professor Maria F. Mangahas as Deputy Director of the UP Third World Studies Center (UP TWSC). Her term officially started on September 1, 2026.

Professor Mangahas has a PhD in social anthropology from the University of Cambridge. Coastal and small-scale fishing communities have been her main area of research. She has explored ethnographic themes centering on: traditional fishing culture and the community economy; impoverishment and sharing; as well as tradition and identity born out of the interaction and circulation of people ("indigenous" and migrants). From 2009 she looked into the phenomenon of digitized "scandals" and the culture of media piracy in the Philippines, including the unauthorized circulation of pirated DVDs in response to current events as a form of alternative media. More recent research undertakings have been into the history of anthropology in the Philippines. Her publications and papers have been on indigenous coastal resource management, "gear conflicts" and changing seascapes, collective fishing technology, notions of "luck" and leadership, the rural as "frontier," digital piracy as alternative media, and maritime anthropology in the Philippines. She has served as president of the Ugnayang Pang-Aghamtao Inc. (Anthropological Association of the Philippines), and as editor of its official journal, 𝘈𝘨𝘩𝘢𝘮𝘵𝘢𝘰.

On 8-15 October 2026, 1 died in Marcos’s drug war. While serving an arrest warrant in a drug case, the police and the military shot dead a farmer in Lanao del Norte who fired upon them as he tried to evade capture.

On 1-7 October 2026, 4 died in Marcos’s drug war. All were killed by unidentified assailants. 3 of the victims (2 pushers & a user) were shot while inside drug dens in Tondo, Manila, and Agusan del Norte, respectively.

SANDATAHANG DAHAS MONTHLY REPORT

In September 2026, 23 were killed & 63 injured in incidents of state-related violence. During a protest in BGC against Pax Silica, 43 were injured: 16 PNP & 27 civilians. 18 incidents were also noted in BARMM, possibly related to the elections.

Mr. Georgi Engelbrecht (International Crisis Group) delivered the lecture at the Pilar Herrera Hall, Palma Hall, University of the Philippines Diliman.
