Bulacan State University (BulSU) shines on the global stage as student-teams from the Electronics Engineering Department secured major awards at the 10th Huawei ICT Competition 2025-2026 Global Final, held from June 2 to 5, 2026, in Shenzhen, China. The BulSU Network Team achieved the Second Prize, while the BulSU Cloud Team clinched the Third Prize, demonstrating outstanding technical expertise among top student innovators worldwide.

The university extends its warmest congratulations to the Network Team composed of Neil Harvey C. Halili, Ezekiel C. Espiritu, and Marcus Thadeus M. Jacinto, together with their coach, Engr. Jeffrey V. Cayetano. Recognition is also proudly given to the Cloud Team composed of Grant Erik A. Gonzales, Robielle Vernadine V. Mamuyac, and Lorlane M. Victoria, guided by their coach, Engr. Donald M. Lapiguera.

The Educational Development Office (EDO) conducted a Micro-Credential Seminar-Workshop yesterday, June 16, 2026, at the 5th Floor of the BulSU eLibrary. The initiative aimed to strengthen the capacity of faculty members to design innovative, flexible, and competency-based learning experiences.

The workshop featured Dr. Angelica O. Cortez and Dr. Analiza B. Tanghal as resource speakers, who discussed micro-credentialing, lifelong learning, and outcomes-based course design. During the training, faculty participants engaged in the hands-on development of micro-syllabi and micro-learning modules aligned with industry demands and Commission on Higher Education (CHED) standards.

Under the leadership of University President Dr. Teody C. San Andres, BulSU continues to advance its programs to provide accessible, relevant, and future-ready higher education.

Engr. Santiago is an Electronics Engineer, researcher, and educator specializing in embedded systems, the Internet of Things (IoT), and Tiny Machine Learning. He serves as a faculty member in the Electronics Engineering Department and the FABLAB Center In-Charge at Bulacan State University, while also leading two DOST-funded research projects. With an extensive background in Edge Computing and Wireless Sensor Networks, his applied research spans biomedical devices, environmental monitoring, and healthcare technology. Notably, he is recognized for developing a non-invasive Filipino Sign Language (FSL) Translator utilizing Doppler Radar and Tiny Machine Learning—reflecting his commitment to leveraging AI for inclusive and accessible technical solutions for PWDs during his discussion on "Edge Computing & AI Integration with IoT."

𝗘𝗻𝗴𝗿. 𝗔𝗹𝗯𝗲𝗿𝘁𝗼 𝗖. 𝗖𝗿𝘂𝘇 𝗝𝗿. | 𝗗𝗮𝘆 𝟳
Engr. Cruz is a Professional Computer Engineer, researcher, and the current Associate Dean for Continuous Quality Improvement (CQI) in the College of Engineering at Bulacan State University, leading the discussion on "Advanced AIoT Applications & Case Studies." Holding industry certifications such as AWS Cloud Practitioner, Huawei HCIA Cloud Computing, and Lean Six Sigma Yellow Belt, his work focuses on the Internet of Things (IoT), artificial intelligence, and cloud computing. As a mentor, he has guided student teams to local and global placements in arenas like the Huawei ICT Global Competition and the ICpEP National Challenge. His leadership across professional bodies like ICpEP, PSITE, and MRSP underscores his involvement in embedding innovation and quality assurance in engineering education.

𝗠𝗿. 𝗝𝗲𝗳𝗳𝗲𝗿𝘀𝗼𝗻 𝗔. 𝗖𝗼𝘀𝘁𝗮𝗹𝗲𝘀 | 𝗗𝗮𝘆 𝟴
Mr. Costales handles the session on "Big Data Analytics and Cloud Computing in AI/IoT." He is a U.S. Industry-Based Director for Data Science and a faculty member at Mapúa University, where he is also a Ph.D. candidate in Computer Science specializing in Artificial Intelligence. His background is backed by international certifications including IBM Certified Database Associate, Microsoft Certified Technology Specialist, and Oracle Certified Expert. His research work spans Machine Learning, Deep Learning, and Natural Language Processing, with publications presented in various international conferences across Asia, Europe, and the United States. He also functions as an international keynote speaker and peer reviewer, and conducts data analytics training for corporate and institutional bodies.

𝗠𝘀. 𝗖𝗵𝗮𝗿𝗶𝘀 𝗖𝗵𝗿𝗶𝘀𝘁𝗲𝗹𝗹𝗲 𝗝. 𝗚𝗼 | 𝗗𝗮𝘆 𝟵
Ms. Go leads the critical session on "AI Ethics, Data Privacy, and Policy Frameworks." She is an educator, public sector advocate, and the current President of Berkeley School Baguio. She holds a Bachelor's degree in Business Management from Ateneo de Manila University, a Master's degree in Educational Leadership from the University of Asia and the Pacific, and is currently pursuing her Doctorate in Public Administration at the University of the Philippines Diliman, focusing her research on AI governance in education. Bringing policy experience to the program, she spent six years in government contributing to the Committee on Higher and Technical Education in the House of Representatives and supporting the work of EDCOM II on education reform frameworks. In 2024, she was named one of the Ten Most Outstanding Young Women of Baguio for her contributions to education and women development.

Dr. Lagman bookends this executive training, kickstarting the program with "Overview of AI in Higher Education and National Technology Initiatives" for Day 1, and returning to lead the "Capstone Project Presentation and Program Synthesis" for Day 10. He serves as the Senior Director of the College of Computer Studies, Multimedia Arts and Humanities, Social Sciences and Communications at the FEU Institute of Technology. Recognized by the AD Scientific Index World Ranking as one of the top scientists in the Philippines for Engineering and Technology, he plays a crucial role in national policy as a CHED Technical Panel Member, actively driving the country's AI roadmap.

𝗠𝘀. 𝗝𝗼𝗻𝗮𝗹𝘆𝗻 𝗚. 𝗘𝗯𝗿𝗼𝗻 | 𝗗𝗮𝘆 𝟮 𝗮𝗻𝗱 𝗗𝗮𝘆 𝟯
Ms. Ebron handles back-to-back specialized sessions, leading the discussion on "Machine Learning Masterclass - From Traditional to Deep Learning" for Day 2, followed by "Deep Learning and Neural Networks" for Day 3. She is a Computer Scientist, Ph.D. candidate, and the Program Chair for the BS Computer Science program at Mapúa Malayan Colleges Laguna. A recognized IBM Evangelist for the CHED Smart Global Analytics Program and a certified Huawei AI Instructor, her Scopus-indexed research deploys deep learning into state-funded environmental and agricultural applications like Project LAWA and AGRIKA.

𝗗𝗿. 𝗝𝗼𝘀𝗲𝗹𝗶𝘁𝗼 𝗘𝗱𝘂𝗮𝗿𝗱 𝗘𝘀𝗰𝗼𝗯𝗮𝗿 𝗚𝗼𝗵 | 𝗗𝗮𝘆 𝟰 𝗮𝗻𝗱 𝗗𝗮𝘆 𝟱
Dr. Goh handles back-to-back sessions on smart technologies, leading the discussion on "IoT Architecture, Sensors, and Devices" for Day 4, followed by "IoT Communication and Data Management" for Day 5. He is a Professional Computer Engineer (PCpE) with over two decades of experience and currently serves as Full Professor 7 and Research Coordinator at De La Salle–College of Saint Benilde. His applied research focuses on AI and the Internet of Things (IoT), contributing to national advancements in disaster risk reduction, smart transportation, and educational technologies supporting persons with disabilities.

𝗕𝗿𝗲𝗮𝗸𝗶𝗻𝗴 𝗕𝗼𝘂𝗻𝗱𝗮𝗿𝗶𝗲𝘀: BulSU Named Among Pioneer SUCs for CHED’s New ETEEAP Framework

Bulacan State University (BulSU) achieved another milestone as the Commission on Higher Education (CHED) officially recognized the institution as one of the first State Universities and Colleges (SUCs) deputized as an Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP) Provider under CHED Memorandum Order (CMO) No. 11, series of 2025.

The recognition was formally presented to BulSU on June 10, 2026, during the celebration of the 32nd CHED Anniversary held at the Philippine International Convention Center (PICC) in Pasay City.

Under this new deputization, BulSU is authorized to implement four programs through the ETEEAP framework: Bachelor of Science in Information Technology (BSIT), Bachelor of Science in Business Administration (BSBA) major in Marketing Management, Bachelor of Public Administration (BPA), and Bachelor in Early Childhood Education (BECEd). Additionally, the university has submitted its application to CHED for the inclusion of the Bachelor of Science in Social Work (BSSW) program to expand its ETEEAP offerings.

Under the leadership of University President Dr. Teody C. San Andres, this milestone reinforces BulSU's commitment to providing accessible and flexible pathways for non-traditional learners, allowing working professionals to secure academic degrees through the assessment and accreditation of their comprehensive work experiences and prior learning.
