HELP DOCUMENT THE IMPACT OF BUDGET CUTS

While PCC’s Fiscal Sustainability Action Plan was suspended last month, many departments continue to feel the effects of ongoing budget constraints.

How are staffing shortages, funding limitations, or resource cuts affecting your ability to do your job?

THE WORK AHEAD

Since Dr Bennings' resignation, many have observed a change in tone coming from upper leadership. Interim President Katy Ho has met with our union's President and Vice President. They discussed union release time (leaders being released from work to do union business) and In-Service.

Union leaders will finally speak during In-Service again, as has historically happened before Dr Bennings. Katy Ho also relayed that In-Service will be scaled down due to budget issues. See the email from yesterday with the title "You're Invited: In-Service, Reimagined" for the current plan of two community gatherings at Rock Creek and Cascade.

However, Dr Bennings' outrageously generous severance package (allocates roughly $300,000 in public funds at a time when students and employees struggle to afford basic needs) underscores the need for accountability on PCC's Board of Directors.

Many classified employees worry about layoffs and outsourcing. It is hard to rebuild trust in an environment where workers are trying to justify their jobs and departments are fighting for crumbs. But we know our strength now, and we know how to fight for a PCC where resources are allocated justly.

WORKERS AND STUDENTS CHANGED PCC TOGETHER

When classified classified employees went on strike with our sibling union, FFAP, we withheld our labor, built solidarity with students, and effectively shut the College down. Our union has obtained a report from HR/PSEC that indicates 73.5% of classified employees were on strike at one point. That's a powerful number.

Damaging policies, questionable ethics, and illogical decision-making from Management received increased scrutiny during our strike, drawing the attention of lawmakers and the press. In the aftermath of our historic strike:

- President Dr Bennings resigned
- Fiscal Sustainability (austerity plan) paused
- Dramatic increase to ending fund balance (amount held in reserve accounts) canceled

WHO DID THAT? YOU DID THAT!

By standing up for our rights and taking collective action, workers forced Management to invest in students and employees instead of austerity for no reason while hoarding funds in reserves, coupled with Management bloat, consultants, and glossy initiatives.

ARE YOU ALLOWED TO GO TO THE CLASSIFIED RETREAT?

All classified employees have a right to attend this event. You only need to let your manager know that you will be going, so they can arrange coverage or decide if your office should close for the day.

The Classified Retreat is a day when the rest of the PCC community has a chance to notice what it's like when classified employees aren't doing the hard work of keeping the College running. In the past, many classified employees feel they have too much work to do and don't attend.

Our union wants to remind everyone that Classified employees deserve to have one day where we build community with one another, and it's okay if our absence is felt in our departments and programs. The PCC community has an opportunity to recognize the value of classified work on this day.

This year’s retreat will be held in person at the Rock Creek Campus, Events Center (Building 9) on Thursday, June 18th from 9:00 am to 4:00 pm.

PLEASE TELL OUR UNION ABOUT YOUR EXPERIENCE WITH UNEMPLOYMENT DURING THE STRIKE

Willamette Weekly recently reported that the College estimates they spent $260,000 on unemployment benefits for striking workers (which is $1,000 more than Dr Bennings’ severance package). But our union has been hearing from members who faced barriers accessing these funds.

A member of our union created a survey about applying for Unemployment Insurance for Striking Workers and the claims process during to the PCC strike 3/11 - 3/27. This was a new unemployment process for all of us and the Employment Department, so your responses will help improve support and provide advocacy.

RESULTS OF CLASSIFIED DELEGATE AND AMENDMENT ELECTION

Danny Ryel, PCCFCE VP of Membership and Elections Committee Chair, emailed the election results on Tuesday. Here is the info again in case you missed it:

AFT National Convention Delegate winners are:
- Aurora Newkirk
- Ty Graham
- Juanita Lognion
- Caitlin Recor

Convention Delegate Alternates are:
- 1st Alternate: Aaron McKee
- 2nd Alternate: Blanca Coma
- 3rd Alternate: Tania Rezaie

All proposed amendments to the PCC FCE Constitution & Bylaws have PASSED and will go into effect immediately:

Passed - 94% Yes votes: Reformat Constitution & Bylaws document for improved accessibility.

Passed - 86% Yes votes: Update Bylaws Article VI, Section 4 to give all officer election candidates equivalent access to member data.

Passed - 72% Yes votes: Update Bylaws Article II, Section 6 to adopt term limits for all elected officers.

Passed - 70% Yes votes: Update Constitution Article IV, Section 3 to adopt term limits for all elected officers.

Please allow your Executive Council some time to update the Constitution and Bylaws documents to reflect these amendments.
