Portland Association of Teachers (PAT) has been pushing back on a plan to close 14 schools and fighting for schools to be fully funded. Here's how you can help:

The rally will begin at 10am at the PAT union hall at 345 NE 8th Ave and the march will travel across the Burnside Bridge to the waterfront (approximately 1 mile, one-way).

GMMs are an important opportunity for members to get involved in our union, connect with coworkers, and learn how members can help shape our future. At our union's last GMM, three members presented their proposed amendments to our union's Constitution & Bylaws (C&B) that were subsequently voted on by all members.

If any members wish to submit proposed amendments for the December GMM, they must be sent to the Executive Council by Friday, November 6th at 11am by emailing: [email protected]

Check out the sample amendment in our union newsletter. The proposal summarizes the changes, and gives specific language for the constitution and bylaws, including where the proposed changes would appear. In advance of the GMM in 2025, the member prepared slides with background/context information and pros and cons, to help inform members who would be voting (Slides 15-19, linked in newsletter).

UPDATES ON PROPOSED PAY SCHEDULE CHANGE

Our union has previously shared information regarding management's proposal to move classified employees to biweekly pay. On Friday, our union will sit down with PSEC/HR for an initial meeting to:
- formally start the conversation
- review our information request
- clarify the college's proposal
- schedule future bargaining meetings where members can join as observers

We want to thank our members. Your engagement and feedback are why the college notified PCC workers of this potential change earlier than planned, why they started a biweekly pay project page to answer questions submitted by our union, and why management is bargaining.

When the college first hinted at this potential change back in September, their plan was to delay notice to PCC workers until they confirmed the process was feasible in Workday (still an unknown), which meant informing members as late as December and implementing the change on January 1, 2027. Thanks to all of our hard work, we're receiving earlier details and will hopefully be a more meaningful part of this decision.

Our union is taking our cues from you, our members. There are several potential outcomes that could come from negotiations, and your feedback is crucial in helping our union figure out what members need and what we should be fighting for at the bargaining table.

WHAT'S NEXT WITH MANAGEMENT'S PROPOSED PAY SCHEDULE CHANGE?

Management needs to collaborate with our union on this decision, answer our questions, earn our agreement, and bargain in good faith.

MANAGEMENT'S APPROACH TO CHANGING OUR COMPENSATION SCHEDULE

The Oregon State government is moving to a biweekly pay schedule next year and SEIU 503 negotiated with them for months before the decision was made. SEIU members won 40 hours of paid leave that can be cashed out, and a lump sum payment (one-time $1,700 paycheck, prorated based on FTE) to assist with the transition. The transition is not happening until July.

Meanwhile, PCC's management is forcing a compensation schedule change in a two month timeframe without adequate consultation with Classified workers or our union. On Tuesday, Management asked employees for feedback only after they were pressured by our union.

WHAT COULD THIS CHANGE MEAN FOR CLASSIFIED WORKERS?

The college has proposed the following:
- Last monthly paycheck on January 4, 2027
- First biweekly paycheck on January 15, 2027
- Yearly compensation divided into 26 pay periods.
--- Ten months of the year, full-time workers receive 2 paychecks amounting to less than our current - monthly income.
--- Two months of the year, full-time workers receive 3 paychecks amounting to more than our current monthly income.

OUR UNION'S BARGAINING TEAM HAS BEEN APPOINTED!

Our current contract ends on June 30, 2027, and our union is hard at work preparing for our 2027-2031 contract negotiation.

The Bargaining Team (BaT) is a group of volunteer Classified union members who represent all Classified workers during contract negotiations with the College. BaT members help develop proposals based on member feedback, review and respond to College proposals, and negotiate with the support and guidance of our membership. The Team collaborates with our Contract Action Team (CAT) to determine member priorities and develop a bargaining and organizing escalation strategy.

On October 4, 2026, our President, Aenghus Taylor, finished appointing our NEW Bargaining Team (BaT) with the advice and consent of the Executive Council (FCE Bylaws Article 3(1)(h)). Those appointed to the BaT will attend a two-day planning and training retreat soon to prepare for the bargaining cycle.

Interested in serving as FCE’s appointed Staff Representative to PCC’s Integrated Budget & Planning Council (IBPC)? Please submit the IBPC Appointment Request Form in our union newsletter.

- Deadline to Apply: Sunday, October 18th at Midnight.
- Position details are in the form. Please note: the FCE Staff Rep will need to attend all IBPC meetings and report out monthly at Executive Council meetings.
- Your submission will be viewed by FCE's President and Executive Council (EC) members. For appointment, please plan to attend our EC meeting on Wednesday, 10/21, 5:30-7:30pm.

Not sure you can get the time off? We encourage you to apply anyway. The candidate chosen for appointment will receive FCE support to ensure they can attend these meetings.
